In reality, I doubt it matters much. Yet another big weather phenomenon on Jupiter, at most something for the skywatchers of the jovian moons.
But if it is a layer of high clouds obscuring the belt, then that might provide a good cover for doing stuff in the atmosphere. Imagine the Jovian Junta discreetly setting up large aerostats in the somewhat manageable atmosphere under the clouds to run a project they really want to surprise the rest of the solar system with.
