Threat Pools and PC controlled creatures
So reading in the threats and x-risks chapter I see that some creatures, bots, threats etc have a Threat Pool rating or TP. I have a player that is taking a gardener swarm during character creation. It has a TP of 1. In the threats and x-risks chapter it mentions that TP is for the GM to use for enemies but since it's the player's gardener swarm will he have the use of that TP? I didn't see anything that suggested it was player usable.
