Woe second attempt to post here. This forum does not like me very much, having way too many tech problems registering and now posting. Anyway, Can someone tell me please how to buy up rep at character creation vs. networking skillls? Are they the same thing? So if I spend my 50 free rep points in the rep netwroks does that directly translate into networking skills for those appropriate areas?

Rep scores and Networking skills... they are differnt things. When you use reputations, a Networking skill is your basic target number. Rep scores are used to modify target number, pay costs and likes.
People with high Rep scores tend to have high Networking skills, but there are some exception. A new but fame face would have high rep and low skill, and a disreputable veteran would have low rep and high skill.
So you would need to buy Rep scores and Networking skills separately.
