Reapers don't have Enhanced Vision
But they have T-Ray Emitters. Logic.

As far as I know T-ray Implant comes with its own sensors and T-rays are not visible to Enhanced Vision. Edit: Sorry, that was the way it worked on 1ed. Yeah it is an oversight.

My interpretation of that
My interpretation of that text is that if you have the T-Ray Emitter implant, you also have a sensor, and can see using t-rays. If you have Enhanced Vision, you can't actually illuminate things, but you can see using the t-rays from someone else's emitter. Even if you do have an emitter, you probably don't want to have it on all the time, since it lights you up for anyone with a T-Ray Emitter or Enhanced Vision implant.

Well it doesn't necessarily say that, but I'm going to have to house rule it for the time being.

In my group there is a lot of stealthing around and because of that we have a 2 shorthands: "I'm in passive mode" and "I use all my active sensors" (Echolocation, Lidar, Radar, T-rays). So it kinda became a feeling that for the most parts transhumans do not use their active sensors to not look like a lighthouse. Or that it would be a courtesy to turn off your active sensors in presence of people with Enhanced Vision. Also for convenience we assume that all implants are "standalone".
