Alot of armor talk on the General forum got me thinking. So, I ripped off this idea from Mass Effect's guns. What do you think?
Penetration Adjuster System
This device, specifically designed to interact with railguns, adjusts ballistic speed to idealize target penetration. Marketed as the first in a line of “Habitat Safe” railgun technology, the system is designed to prevent breaches. Upon activation the device begins processing data via any available data streams it is given access to, most often direct feed from the senses of its wielder or connection to a TacNet (both regulated by the Muse), on the resilence of the target.
It takes one round for the calculations to complete on each target or one Complex action per target if the system is aided by a Muse or Infomorph. Aftering being calibrated to a target the armor penetration of the weapon will be set to the armor value of the target. This value is limited to a minimum of -0 and a maximum of the normal armor penetration -2 (effectively adding a -2 to the maximum AP of the weapon). Farther, a round fired at a calibrated target will not overpenetrate, provided it strikes the target.
The system is designed to be used with armor penetrating rounds. When used with use it negates the -2 to damage as long as it is fired at a calibrated target.

I kinda like it especially the part where you do less collateral damage, seems similar to the smart ammo that fragments more or less depending on the target.
Some thoughts:
Considering what other ammo types can do, the computation time is quite long.
Also why can it make weapons penetrate better? One would expect railguns to shoot at the highest speed possible.
Less damage reduction on the other hand seems okay, as lower speed gives the bullet more time to diverge from a linear path in the target and fragment more, but that would decrease penetration.
(No ballistics expert here though =P )

Extra power? Allows for targeting tiny weaker elements of the enemy's armor due to the scans? I'm not sure, it mostly seemed like a nice feature to add in as far as an in game benefit, expressing increased ability.
