They use the word democracy in a somewhat different sense from "everybody vote on it", more like "everybody has the same amount of voice" - which sounds very much like the EP Autonomist Alliance. In fact, this kind of reasoning sounds like just the Autonomist explanation of why they are better than the Consortium (the market part of the argument) and the Jovians (the hierarchy part of the argument).
Personally I think they underestimate Hayek's reasoning - he was not thinking that there is no need for information beyond prices, and he would probably have been pretty happy to analyse rep economics. But then again, I'm Extropian. :-)
