Mental Speed vs Neurochem

Mental Speed vs Neurochem
Both of them seem to do the same thing. If mental speed allows you to think faster, why doesn't it affect your speed?

Neurachem allows you to do
Neurachem allows you to do more physical actions like movement, shooting, etc, multiple times as well. Mental speed only allows you to do mental actions like do stuff on the mesh multiple times in a round.

I know the difference within
I know the difference within the game mechanics, but why does this difference exist in lore? The based off of my understanding, neurachem does not make your muscles move faster. The effect happens because you perceive time slower. So why doesn't mental speed do the same thing?

Neurachem (And reflex
Neurachem (And reflex boosters for that matter) do increase your ability to move and react. They don't just make time appear to move slower.
