So, I'm planning to use the Maui Patera Rehabilitation Center on Io as a part of a campaign when I get a game going. This means I need to figure some things out - like what kinds of people/morphs would end up there, and if one of the tasks necessary is digging the prison out from under layers of ejecta that build up over time.
(Following is a list of thoughts and questions that came to mind while considering this at work last night.)
Io
Is the atmosphere inert, ionized, or other? I'm betting it's ionized, since I seem to recall something about Io having auroras in the thin atmosphere the moon has, and since there's the whole thing with the flux tube. Synths on the surface will be in trouble, and biomorphs probably need suits designed to shed massive static charges. It's possible that electroplating is a problem, with minerals being essentially welded out of the atmosphere onto any available surface. Work crews might even need tethers to keep them grounded.
Are there any tectonically stable regions on the moon, or is Maui Patera going to have to be able to move, or is there some other method of keeping it secure? (Need to dig into the report on Io that was recently released)
The inmates process volatiles from the moon; would there be enough regular ejecta covering the prison to permit the processing to be driven simple by ejecta harvested in the process of digging out the structure? Probably not, so it may have regular shipments of mined materials. Possibly the inmates are put to work mining the way prison gangs are put to work cleaning roads, only with much heavier firepower aimed at them by much more serious guards.

What kind of prisoners are kept there? (See below for musing)
It's basically a high-security prison with an exterior fatal to unprotected biomorphs. What's the design? I imagine it's like a cross between Alcatraz and Guantanamo modified for the uniquely hostile environment, with serious reinforcement against tectonic activity.
Do they bend the Republic's rules and keep infomorphs, synthmorphs, and uplifts prisoner if need be? Some of these would be too much trouble to destroy out of hand, so either they do, and have methods to keep them in check, or they don't mind using ego bridges to transfer such 'soulless' entities into biomorphs (splicers, likely?) for safekeeping.
Possible Prisoner Types
People accused of being terrorists/rebel leaders/agitators of too high a profile to simply kill outright (PC cover identity, perhaps?)
Project Ozma and Firewall both likely have deep cover agents in the prison, so deep that they really can't do much to help inmates but can keep tabs on dangerous prisoners
Europans and other separatists - agitators for greater political freedom who got caught causing trouble in the Republic proper
Cartels - The cartels likely have members locked up after selling politically censored supplies, and may have black market lines to sell goods to captive prisoners for information or purloined volatiles from processing
Uplifts and AGIs whose death/erasure would make them martyrs are likely stored here, along with ones who are valuable enough that destroying them would upset major enough groups to make them consider moving against the Republic (this is likely extremely rare, and more likely that any uplift/AGI types would be in as other kinds of prisoners without the Republic being aware of their nature)
Spies and other espionage agents would likely end up here if they're not deemed important enough to go to the Castle's secure containment for 'questioning'.
