Iapetus
How is Iapetus guarded by the Titanian Navy? How is the quarantine zone maintained exactly? More specifically, how does anyone bypass this? The cover of Rimward sort of implies that folks can stand around on the surface and have tense encounters with possibly exsurgent infected stuff. How would a group of Zone Stalkers get on and off the icy ball of doom?

I aimagine its a lot like the Earth Quarantine Blockade except that there is 1 official corridor for the resupply to the research base. this make it infinetly easier to put a rogue group down on the surface and come across something horrible.

According to Into the White
According to Into the White and the sourcebooks...
  • there's a Iapetan radio silence zone.
  • there are officially sanctioned research operations in orbit and on the surface by the Titanians, Argonauts, Consortium and anarchists.
  • there are also unsanctioned explorers, looters and singularity seekers.
  • the Titanian Science Police are the sole civil police authority in the warrens beneath Iapetus.
  • obviously Iapetus is in the CFI's sphere of influence.
  • a quarantine is still loosely enforced by Titanian drones.
  • What I take from this is that the situation around Iapetus can't be compared to the New Mumbai Containment Zone, the TQZ, let alone to Earth. Iapetus is a long dead, far out and (as far as most people know) inactive site. My guess would be that most of the unsanctioned visitors start off from Phelan's recourse or similar places in Saturn orbit and try to arrive/depart when there's no drone around to immediately blow them up. If they make it back to Phelan's recourse or cut a deal with some non-Titanian researchers, they should be reasonably safe. As suggested by the source material, the better way is to join up with the sanctioned researchers. Preferably the anarchists. Of course that's a tradeoff because someone will try to enforce official quarantine protocols to keep you from smuggling out any TITAN artifacts.

This is a great summary. I'd only add that infiltrators are an ongoing problem for all sanctioned research operations. The traveller character in Into the White exploited loopholes to infiltrate a Commonwealth-funded research site as a contractor. To the Titanians, having to chase after characters like this is cost of doing business for having an open society. Anarchists have similar problems. Lesson, then, is, if your sentinel is on a Firewall op to Iapetus, figure out a way to be their legally--because they exist.
