Hyperlinguist Trait
I'm confused as to the wording of the trait: "The character has an intuitive understanding of linguistic structures that facilitates learning new languages easily. The character requires one-third the normal amount of time and experience to learn any language (see Improving Skills, p. 152)." Now what exactly is meant by experience? Are we talking about Rez points? Does this reduce the actual cost for raising language skills as well?

It makes sense that it would be easier and faster to learn a new language. I have no doubt that they were referring to Rez points. The game is suffering from 1st Edition-itis. There's a lot of concepts, which lots of obvious rewrites. They didn't have the benefit of having a set selection of rules or predefined gaming terms from start to finish. I've already noticed a lot of mistakes along these lines. You simply have to cut them some slack and take them as the rules as intended rather than the rules as written. If similar mistakes continue on in future sourcebooks or a new edition, that'll be disappointing. But for a 1st Edition of an all new setting and rules system? Not very surprising.
