how do you use stat blocks?
I'm not sure how to read the stats for NPC's listed in the book. for instance: Pets (pp. 330), AI (pp. 332), and [spoiler alert] Exhumans (pp. 362) my question is do the skill ratings allready include the rating of the relevant atribute? So, my little budy Gilligan (that's my Space Roach :D ) has a listed INT of 10 and the perception skill at 20. Does that mean he has to roll under 20 to percieve, meaning his 'actual' skill rating is 10? Or do I have to add the listed skill rating of 20 to his ability of 10 meaning he he has to roll under 30? is the perception rating of my Muse 30 or 50? My Muse has a skill rating of 60 in Accademics: Psychology. Since a Muse is basicaly just running skillsofts which are capped at 40 (see pp. 332) does that mean my Muse has an unlisted COG stat of 20? If my Muse is really that smart does it know that it's smarter than my character?

Aptitudes are included in skills. If a character has a REF of 20 and spends 10 more points increasing Freefall, he has a Freefall skill of 30, not 10. So your space roach rolls under 20, your Muse rolls perception under 30, and he isn't all that smart. That said, muses are not really running skill softs. Muses are programmed with the skills they have, while skillsofts are dynamically loaded skillsets which can be learned and unlearned in split seconds. The skillsoft cap at 40 includes your aptitude. Even if you have a 20 in an aptitude, the skillsoft would still only raise your threshold to 40, not 60.

... ! Wow. That's certainly counter-intuitive. So exhumans are actually kindof wusses. Sigh, I guess I'm gonna go read the character creation chapter... Again. Now I'm grumpy. :(

Ah, read a little further. ACTIVE skillsofts for AIs are capped at 40. Knowledge skills such as Academics: Psychology are capped at 90.
