I noticed in the rulebook that the defect "No Cortical Stack" was NOT available to Flats? Out of curiosity why is that? I'd think if any group would be lacking such a thing it would be those with a bioconservative bent to be as "human" as possible. On that note, is the cortical stack (indeed, many of the implants that morphs start out with, but the cortical stack in particular) something that a naturally concieved morph would be born with (maybe nanotech assemblers hanging out in the ova or mitochondrial DNA till they get the work order...) or something that is implanted after birth? As the Muse seems to have been with all characters I'd guess some implants occur at a real early age...

It's not available to flats because they don't come equipped with a stack in the first place.
As to when you get them, the description of the stack says that it is "implanted", and lists a size, so we can rule out natural origins, or even nanotech genesis. At a guess, I'd say they would be implanted either as soon as they could be implanted without causing permanent damage, or when the brain reaches physical maturity.
