Is the Go-Nin group part of the Planetary Consortium?

Is the Go-Nin group part of the Planetary Consortium?
I want to say no, since they control a gate independent of the Pathfinder corporation, and their HQ is in LLA space, though I haven't found anything about them being a proper part of the LLA either, if someone has some idea, let me know!

So I guess that answers that question. But it remains interesting because does that mean Oversight has no official jursidiction on Starware, ExoTech (another independent hypercorp), or Go-Nin group habitats and facilities?
