There seems to be some variance about the descriptions of the cross compatibilities of the 'doing more stuff in the same time' gear, and I'm not sure if it's intentional.
Neurachem says nothing whatsoever on the matter.
Multi-Tasking says that it can't be used simultaneously with augmentations that allow extra actions, or with the Mental Speed augmentation. But says nothing about stuff that increases your Speed stat and thus allows you extra phases.
Mental speed says that it is incompatible with any other augmentation that provides any form of extra actions, such as multitasking. Now firstly, Neurachem effectively provides extra actions by giving you extra phases to act in, but it's somewhat indirect, do they work together?
The main question that brought me here though, is the difference between "can't be used simultaneously" and "incompatible with". The former suggests that you can have both installed, and use one when you want to do three things, but still be able to have a conversation with someone, and use the other when you want to do one thing really really fast. The latter suggests that you might not be able to have both installed. Which is right?

I hardly feel as though I can hold myself out as an authority here, but I'd say for Multi-Tasking vs. Mental Speed it's "can't be USED at the same time." Both implants are not always active and can be shut down and reactivated whenever the character desires.
The Extra Physical vs. Extra Mental actions, I'm much less certain about. I'd probably rule that you have to concentrate on either mental or physical actions for the round if you're using that much of a speed boost to either type of action.

Extra action phase implants and extra speed implants are indeed something that could see a little bit of a cleanup. Not much, just a clarification (jsnead, you wrote the majority of the gear section didn't you? Any chance of you chipping in with what was intended?). However, this is the way I think they are intended to be used.
Mental Speed, Multitasking and Multiple Personalities are mutually exclusive. You can, for some strange reason, have each installed onto a morph however you are only able to get the benefit of one at any one time. Any Psi abilities that give the user extra actions within a phase, such as Multitasking, are compatible with these implants because they are not considered augmentations.
All of the above are compatible with anything that increases a persons Speed. In game terms increasing Speed does not give a person extra actions, it just allows a person to act during an extra action phase (which just so happens to give them extra actions).
As such a person can get a Speed attribute of 4 (1 natural + 2 Neurachem + 1 Reflex Boosters) and have either 3 actions (1 natural physical + 2 Mental Speed mental/mesh) or even 4 (+ 1 from Psi) in each of those action phases.
I think that the difference in writing is either unintended or simply inconsequential. Either way, balance is not really going to be affected. If one of the implants gave a person an extra physical action it would, but really mental/mesh actions do not have an extremely powerful effect as it is, and letting someone choose from which implant they are using is not going to do all that much. Plus the person still has to spend a tonne of CP/Credits/Rep to get their hands on both so it is still balanced that way.

Why 'some strange reason'? I can see the argument that they'd cause confusion and problems if activated together, but I don't see that as a reason why they can't be all installed and used seperately.
And they have different uses – I've just made a character with both Mental Speed and Multitasking – the multitasking lets you look up blackmail information on the person you're talking to as you smile and joke with them, and the Mental Speed lets you read their diary ten times faster once you've broken into their living space.
