He didn't do an egocast, he farcasted the payload. See what he says to his muse just before his head explodes. That said, I think that groups would still accept messages from Earth, but with varying degrees of paranoia. An unencrypted transmission might be ignored, but it's hard to ignore a farcasted message, because that's been quantum encrypted... which means that if you can unencrypt it, it was sent by someone you know. Firewall and other groups probably have safeguards in place to prevent an outbreak despite transmissions from Earth. Egocasters from Earth are likely backed up, and copies of their ego are probably ran on clean-room computers to observe whether they exhibit signs Exsurgent infection. They might even have psychosurgeons or Prometheans skim through your backup data and see if they can find signs of infection themselves. If even a remote sign of infection shows up, nothing short of complete annihilation of the data would suffice.
