Earth, or what's left of it
re-reading the gazetteer, I though about something the killing satellite network, that was inspired to you by Takeshi Kovacs' homeplanet, Harlan's World, right? so, it's possible that these satellites were dropped there by the Factors Also, I was thinking, are people on Luna sure that the millions who live on Earth are servant of the Titans, or is it political manipulation and an excuse for not going to their rescue? Look at Ergo Proxy. in the anime, they seemed to live in good intelligence with the AI ruling the city. and the Cogito Virus is a lot like the Exsurgent virus. that brings the question; how closely related (and infected) were/are the TITANs? this could be a common ennemy that got both species, humans and digital, united against, and the people off world don't know about it, or don't want it to be known lots of stuff remain unfinished down here.

Re: Earth, or what's left of it
I imagine life on post-Fall Earth looks like a cross between The Road and The Terminator. A bunch of squabbling isolated communes that teeter on the brink of extinction and fight amongst themselves for the last of the perishable supplies while giving wide berth to the killbots and headhunters. Or, perhaps something like Gurren Lagan without the burning spirit and optimism or Bioshock without...well...perhaps pretty much like post-apocalyptic Bioshock's Rapture, surviving only through emergency totalitarianism.

I must confess I absolutely LOATHE Gurren Lagan the idea of Terminator Salvation is cool. I know I'm among a minority, but I loved the movie. (the bikeminators were just brilliant!)

What? Gurren Lagann is awesome. And somewhat appropriate.

I only used Gurren Lagann because of the underground habitats being insular and expanding by digging deeper. I realized I probably could've just use Zion from the Matrix movies instead. I do recall there's a story that could also fit in here, called The Night Land by William Hope Hodgson.
"Wikipedia synopsis on The Night Land" wrote:
The Sun has gone out and the Earth is lit only by the glow of residual vulcanism. The last few millions of the human race are gathered together in a gigantic metal pyramid, the Last Redoubt, under siege from unknown forces and Powers outside in the dark. These are held back by a Circle of energy, known as the "air clog," powered from a subterranean energy source called the "Earth Current". For millennia, vast living shapes—the Watchers—have waited in the darkness near the pyramid. It is thought they are waiting for the inevitable time when the Circle's power finally weakens and dies. Other living things have been seen in the darkness beyond, some of unknown origins, and others that may once have been human.
It's had a lot of fans since it's publication in 1912. H.P. Lovecraft gave a favorable review of the book in his "Supernatural Horror in Literature" and Greg Bear wrote a homages to the story in The Way of All Ghosts and City at the End of Time.
