Okay, so I freely admit I was inspired on this one by something I saw on /tg/ first, but... What if Project OZMA doesn't actually exist? What Firewall thinks are the actions of OZMA are either the actions of Oversight, or of well-funded Consortium-based Servers who have wound up working at cross purposes with other Servers, often unknowingly? I mean, what are you supposed to think when your entire Sentinel cell gets wiped out by well-trained, bleeding-edge-equipped Men in Black, but their dead-switches worked? Ozma did it, of course. Unfortunately, Ozma doesn't actually exist, and you got hit by some maverick Pragmatist server run by an immortal Oligarch who, instead of turning a moonlet into a giant bust, is running his Server like his own personal XCOM Project, and thought that [i]you[/i] were the exhumans, or the terrorists, or whatever. And he doesn't realize that his server is behind the reports of Project Ozma, so when the reports circulate, they get even more paranoid and tight about opsec, and start chasing a boogeyman that doesn't exist, while he starts embezzling even more money to throw into his operations because there's an extremely well-funded boogeyman out there and he needs to fight it. Then things get clusterfucky, because Oversight interrogates a Firewall Sentinel, and hears of Ozma. And they don't know who the hell Ozma is, and they start looking for Ozma, and see different shadows in the dark they think are Ozma - but in the meantime, they're using the name for their own ends, running their own thing named Project Ozma to confuse the issue even further.

Ooooh, that is both crazy and awesome. It would take a lot of work to invent the appearance of an entire organization, complete with factions, schisms, and in-fighting, just to create a few cells. I guess it would be the ultimate in plausible deniability, though.

Crazy Firewall ideas? Okay, how about this one: Firewall isn't just on the forefront against the Exsurgent virus, they're the ones who created the damned thing.

In this timeline, first contact came several years pre-Fall. A joint expedition between the Foresight Institute and Project OZMA - then an academic group - discovers an alien signal and investigates it. They discover the bracewell probe. The probe is not hostile; it is, in fact, a library of biology, culture, technology, history, physics, computer and cognitive sciences. It's an intelligent library, filled with adaptive code designed to be used, albeit by a species with a better grasp on the design of self-modifying systems than humanity. Tensions rise between and within the two teams. There is conflict. After a brief struggle, an agreement is reached - both team depart with the code from the library, but conceal the existence of the probe from the world at large. Fast forward a few years. The TITANs have been activated as an emergency measure due to an increasingly unstable political situation, and are doing exactly what they were designed to do - securing cyberspace, and beginning to give an overwhelming strategic advantage to the USA. The problem is, the TITANs aren't Friendly - and there's no guarantee they'll agree to be shut down, if that's even possible at this point, and no guarantee that their metastable forms after being bootstrapped so hard will have goals that are compatible with the good of humanity. And what's worse, they're only getting more powerful as they grow in intelligence and are given so much more control over the the US's military and industrial infrastructure. There's only a limited time window in which something can be done about them. Enter the Prometheans. They're as Friendly as we know how to get a seed AI to be. But though they're older than the TITANs, they've been running on limited hardware, deliberately restricting their own growth for reasons of safety. The TITANs have been bootstrapping as hard as they can, and have had the entire net to do it in. The Prometheans are outclassed, badly. They have exactly one thing going for them - the Foresight institute has a copy of the alien code library. The Prometheans don't dare use it to improve themselves, but they use it to create a weapon - the Exsurgent virus - using code that they barely understand, with the hope that it will cripple the TITANs long enough for the Prometheans to seize control of the network and destroy or contain the TITANs for good. Cue Fall. The short story is, it works - barely, but it works. The TITANs are shocked, disoriented, and crippled by the blow. The Exsurgent destroys and drives insane large chunks of the TITAN network, seizing control of sections to make variations on itself in the process. The Prometheans move in and sterilize where they can. The Exsurgent evolves, grows - there's blowback, and the Prometheans take some damage from their own creation. The TITANs and Prometheans and Exsurgents fight an invisible war, while the rest of humanity shoots at each other and the discarded, insane remnants of the real fight. The TITANs reverse engineer parts of the alien codec (stolen from the Prometheans in a daring countermove) and construct the Pandora Gates, evacuating Earth to extrasolar destinations; the Fall ends. The wounded Prometheans look on in horror at what they've done, and get to work cleaning up the mess they caused, and deciding what to do next. Firewall is formed as an organization to finish the cleanup, and to be the eyes and ears of the Prometheans for whatever comes next - though not all sentinels know this. OZMA reforms as a reaction to the Promethean's use of the Exsurgent - with hypercorp money behind it, and a mandate to ensure that humanity would be in control of it's own destiny, no matter the cost. With their own access to the alien codecs, they're effectively the only ones with a real chance of stopping the Prometheans, for good or ill. The Exsurgent survives, exactly like it was designed to do. It's evolved beyond its original parameters now and has assimilated and used both Promethean and TITAN code to improve itself. It's an intelligent weapon, left over from a war that's been over for a decade. Those strains that are left are those that survived the Promethean cleanup; they're dangerous and adaptive, but don't have any real purpose other than to destroy the TITANs; everything else is incidental, a result of being formed from half-understood alien code by an emerging seed AI rushing the development of the most devastating cyberweapon ever.

Jokes about Neo-Octopus Space-Hitler aside, that is frighteningly plausible, and legitimately awesome. Talk about rocking your players' faith in Firewall, eh? Learning that the guys who formed Firewall actually unleashed the Exsurgent virus in a preemptive strike against hard-takeoff, potentially - but not confirmably - hostile AIs. Do they believe the Prometheans are contrite and want to clean up their own mess, or do they break off hard?

There are no benevolent Prometheans. There are only TITANs and it is they that created and nurtured Firewall. Why? Simulation: can such a low level threat prevail over much more advanced one. If not, can it survive? You know, situation Firewall vs. TITANs is analogous to TITANs vs ETI. Seems like TITANs weren't that thoroughly corrupted by exsurgent virus but resisted it. It took personal offence however and now prepares to strike back at ETI. Does it have any chance? We can't know. TITANs have much better overview to assess it but it can overestimate it's own progress while underestimating the godly might of ETI. Why such approach? Remember what is the name of the game: "Eclipse Phase". Time between the host becomes infected and the time it is apparent. Transhumanity is in closed environment of TITANs experiment. The experiment is coming to the end and soon TITANs will be able to extrapolate missing data out of 10-year long record of proceedings of transhumanity that will become obsolete. Extinction is approaching and people can do very little to avert it.

That would be an interesting experiment...
Rank people by their optimism, take top 1%, fork them, make a society out of them and test how long they're going to survive. I have to introduce this into a game. I fear though it will be close to Paranoia RPG ;)

Firewall was formed after the
Firewall was formed after the fall by the SCP-foundation. The original TITAN had the codename SCP-4999, which was an alien artifact discovered on the moon when our satellite was being ocupied and investigated more deeply. As any other SCP project it was secured, contained aaaand... investigated, after several years of experimentation and exploration of the secrets the artifact contained humanity could start creating seed AIs such as the TITANs that were liberated for the benefit of the goverments around the world, since such a system dedicated to defense was seen as the key to peace since no war could ever be waged against a nation with such a system and the SCP foundation would give an amazing give to humanity between the shadows. But, something went wrong and the TITAN project expanded deeply and meeted this alien artifact that started his corruption and the sequence of events that cascaded into the fall. SCP tried his best to contain the fall or at least save as much humans as possible but to do so, the foundation had to compromise his own secrecy and his own projects that felt into the hands of the TITANs expanding their power. This course of action resulted in the fragmentation of the foundation into several factions between those who believed they had to focuss their efforts into protecting the SCPs from falling into TITAN hands, other almost deserted and broke every single protocol to save as much people as possible even if they had to use SCPs, others believed that the most important part was to conserve the secrecy of thefoundation even more in these dark moments where centuries of efforts and sacrifices could be lost if the foundation became know. Either way, the fall happened and the fragmentation of the SCP foundation resulted in a sabotage of their own efforts in a terrible way. They couldnt save a significant ammount of people, their secrecy was severely damaged and only the chaos of the fall avoided its discover for humanity, the TITANs took the SCPs or destroyed them or who knows what did with them and now their SCP database was useless since most lost their Keter or euclid classification or now are scattered in the solar system. This huge failure in every single aspect of the most powerfull inteligence agency in the world resulted in his destruction. After the fall, the people from the SCP foundation scattered around the universe, sometimes they formed powerfull inteligence agencies like Oversight. Others they simply moved in and became gatecrashers, Earth smugglers... but the branch that dedicated to save as much people as possible and the ones that wanted to keep secrecy rejoined with enought force to form firewall... but this time, it would be completly different after the fall experience. Now they would have a more distributed structure without right or left hands and not even a brain, and now they wouldn't trust goverments but they would take that role and protect the transhumanity as a hole distrusting any other group claiming to do so. They became protranshumanist, so no event like the fall would repeat with such high losses. Protection, that would be their main motto. The secrecy faction still had lots and lots of archives of the SCPs and gave an objective to everyone. This time they wouldnt investigate the SCPs, but inestead they would investigate what happened to the SCPs on Earth, locate them and... destroy them like they never existed, in that way they would protect humanity from the "errors" of the past and still keep their SCP foundation past a secret, and by doing that, they would keep themselves in the shadows by erasing their past, But, other organizations like OZMA or oversight have other ideas about it, since the SCP its not so secret every respectfull inteligence agency in the solar system at least knows the legend of the powerfull foundation and their treasures, treasures that could hold great power. Diseases that can clean entire habitats, weapons of mass destruction in one hand, magic-like properties, access to other worlds and even to the future... and maybe OZMA was founded by the people that wanted to protect the SCPs and they still want, but they understand that they're so dangerous, and now even more after going throught the hands of the TITANs, that they have to contain them at all cost even if that means the loss of more human minds, since some artifacts can be dangerous to the entire galaxy or even the entire universe they can't afford to be transhumanist-centrist in their ways. With this we have extended a lot the entire eclipse phase conflict, now they have to answer to exurgent threats, transhumanity itself, factors, incipient and dangerous seed-AIs... all of that and more than 2000 SCPs and even more since the TITAN created their own SCPs. And of course I would love to constantly play with the double twist of... what if the SCP foundation never dissolved but instead became post-human by a select group of individuals and still exist pull the strings of the factions selectively making firewall destroy SCPs that are definely too dangerous for transhumanity, making Ozma capture those that can be hold and making oversight investigate them while everybody thinks they know everything?

There had to be another agency, with similar goals but a different MO, to pick up the threats Firewall would inevitably miss, and vice versa. And so they infiltrated the PC, shifted accounts and resources, and created Ozma. But they still needed actual agents... and they had a perfect source of Egos ready and willing to fight. Firewall's backup servers. This is the true nature of Ozma – each and every Ozma agent is a fork of a Firewall sentinel or proxy, psychologically modified to conceal their original identities and to be ideologically loyal to the agency. Likewise, if an individual joins Ozma, a fork if them is modified and becomes a Firewall sentinel. … Oh, and the cordon around Earth was created by the TITANs.
In the past we've had to compensate for weaknesses, finding quick solutions that only benefit a few. But what if we never need to feel weak or morally conflicted again?

Who said you have to tell them? They need never know. :D Just have them find a Ozma cache or bunker, protected by traps and encryption methods that are oddly familiar, and equipment that not only reflects their personal skillsets, but is disconcertingly simple to compromise and use... And then laugh maniacally as their paranoia reaches escape velocity. Muahahaaa.... Aside: I like this thread. It really bugs me in RPGs when I have ideas I really like or use, but by their nature can never be revealed to players. The ETI for example - I've decided on it's motivations, I know where it came from... I've even thought up it's progenitor species along with it's physical traits and quirks... and no-one can never know about it.
In the past we've had to compensate for weaknesses, finding quick solutions that only benefit a few. But what if we never need to feel weak or morally conflicted again?

The seed AIs are amusing
The seed AIs are amusing themselves. They pretend to be grouped in distinct factions but they've all subscribed to a game. The "Prometheans" pretend to aid the transhumans, the "TITANs" pretend to have disappeared but are quietly watching the transhumans stumble into their traps with a bad laugh track attached. The game will continue until they get bored.

Firewall is all a flash
Firewall is all a flash conspiracy. There is no inner circle, no Prometheans, even no infrastructure. Let me explain: In Rapture of the Nerds, Doctorow and Stross postulated something called a flash conspiracy - a meme that didn't infect many people but propagated very far, very fast and infected only a few. In this case, a meme of a shadowy, anarchic conspiracy dedicated to preventing another Fall from occurring. Many transhumans had the idea and passed it from *vidual to *vidual because "somebody is probably doing something" but only a few people actually acted upon it. After several years (ten years after the Fall is a nice, round number) Firewall as it is known exists and is active, but everybody has a slightly different conception of how it works and what it does, which is why there are different factions with different agendas and modus operandi that occasionally come into conflict but basically are trying to accomplish the same goals. Members of Firewall all point at one another and say "Of course there is an Inner Circle - how else could Firewall exist?" when in fact they are all the Inner Circle... Firewall is an orobouros.
