I can field the question
I can field the question about character creation equipment costs. On the table of cost categories, there's the average cost column, in the character creation chapter it says that gear bought at chargen is priced at this average cost within its category, it's only one sentence so it's kinda easy to gloss over :)

You must have a bad copy,
You must have a bad copy, then, because, except for ships, everything has
a "Trivial," "Low," "Moderate," "High," and "Expensive" listing in the item description. It is in brackets and in bold at the end of the item descriptions.
At least, it is in the copy I got at GenCon...
