Weirdness abounds...programs & hacking
So, once of my players asked several questions and I couldn't figure out the answers from the book. He wants to upgrade his cranial computer to a quantum - hand waved away... p255 Spoofing Authentication states:

So, I pays my money and gets my spoofing program...how do I figure out the quality of it to modify the Infosec Test? The best I could do was this bit from the gear chapter:

GEAR QUALITY In both of the situations above, it is possible to have items that are of either exceptional or inferior quality, with corresponding positive or negative modifiers. The gear may be well-crafted, state-of-the-art, cutting-edge experimental, or simply top-of-the-line, applying an additional +10 to +30. Or it may be outdated, shoddy, or in disrepair, inflicting a –10 to –30 modifier (in some cases canceling out the basic gear bonus).
But no cost impact for quality... I [i]could[/i] hand wave this as well, something along the lines of "each +10 costs a price level." or perhaps price things at teh middle of the price level for normal, top and bottom for +/-10 and then a whole price level for each additional +/-10. Thoughts?

I think the basic assumption is that the only software on the market for sale is the baseline product. Anything with a modifier is either obsolete and no longer for sale (thus having a penalty) or top-of-the-line and not out for consumer purchase (thus having a bonus). I do like your idea of shifting the cost category, however. The standard option is for programmers to modify their own software, for which there are rules (page 246).
