Can two characters pool their MP allowances if they are cohabitating a morph with one in the "driver's seat" and one (technically an infomorph) riding in the mesh inserts?
What about two characters sharing the morph with Multiple Personalities ware?
Potentially, if allowed in the first case, I could see a soldier and a hacker pooling points for a Reaper (and an Agent) in a heavy combat environment where infosec is a big concern.

Why not? I don't know any
Why not? I don't know any rules that would ban it. Give it a try and let us know the results.
There are 2 concerns I would worry about. First, this combo reduces the number of characters able to participate in a fight. Unless you consider hacking a combat action, or use drones. The other is you will need 2 ghostrider modules to run both of your muses. Though you might not need them depending on the skills of the infomorph.
Multiple personalities ware is expensive (Maj/3). I would avoid it.

It doesn't really reduce the numbers of characters in a fight since the infomorph player never bothers with a physical body in any event. And of course there are drones. They're rather cheap for how effective they are. Muses are not a necessity on dedicated combat missions.

Mechanically, one character
Mechanically, one character is sleeved into an infomorph running on the mesh inserts. That should define the pools for that character, while the pools of the physical morph are only available to the character sleeved in the driver's seat. For the scenario you describe, I would use an Agent in the mesh inserts of the Reaper.
Multiple Personalities would typically just be one player, and in that case, the pools are shared between the personalities. If you choose to run this with multiple players, they would share access to the pools.
For your first scenario, based on the rules, the character sleeved in the Agent would have the Insight pool of 4 to help them with infosec tasks. The character sleeved in the Reaper would have the Vigor pool of 6 to help them with physical tasks (as well as 1 Insight and 1 Flex).
Edit: removed incorrect statement

You misunderstood the question(s) I was asking. I am not talking about combining Pools (which you addressed), but rather about pooling MPs together to collectively buy/rent/lease expensive morphs that any one character could not afford.

I double checked and I think you are wrong. In EP1, any infomorph or eidolon could run on mesh inserts, but they had an aptitude cap of 20 because they were personal computers. It was peripherals that they had trouble with (unless you distributed yourself for more processing power).
In EP 2, this limit doesn't exist anymore.

Here's my basic question: In
Here's my basic question: In a mission where the MP allowance is 6, each player can typically spend 6 MP apiece (adjusted for Resources). Let's say that two characters, each with Resources (Level 1), want to combine their MPs to get a Reaper (12 MP) and an Agent (2 MP). Assuming that a Reaper was mission appropriate and available, would you allow this if you were the GM?

As I've said earlier, why not
As I've said earlier, why not? More so if the mission was appropriate for a Reaper (or other high priced morph). I don't think every Reaper you use must be 2nd hand or defective.

I agree that it seems off that any Reaper that PCs might get to use end up being terribly flawed. But just putting in the same flaws as the Fury (a pair of Enhanced Behaviors at Level 2) drops it down to a much more affordable 8 MP. Of course, the Enhanced Behavior (Aggression, Level 2) is also why I would imagine that Fury morphs are an overall failure as it's a big disadvantage in many of the settings where it would otherwise be advantageous to use a human-looking biomorph over a Reaper (like low-key missions with bad guys mingled with groups non-hostiles). I'd be much less concerned that a unit of Reapers would create collateral damage than aggression-driven Furies (and the fact that they cooperate to channel that aggression doesn't make them less dangerous to others in the least).

Sorry for misreading your post. I'm pretty sure there isn't an official rule, but I would allow players to pool MPs, presuming no player is being taken advantage of.

well, you need 2 appropriate sources of processing power. you could have the muses distribute themselves around nearby motes, get 2 cheep ectos or any number of other options.
