Interception/attacks of opportunity in 2e...
I can’t seem to find a rule that stops someone with a gun from taking a few steps back in melee and shooting to avoid the melee penalty. Does one exist? If so, where can I find it?

There isn't something like a D&D attack of opportunity, but Eclipse Phase melee focused characters are almost always good grapplers and can use that to prevent people from disengaging if they don't think they can overcome them in a single turn, or are swarms which require a fair amount of movement to escape and require specialized weapons to take down.

While the rules as written
While the rules as written imply you could simply step back and fire, as a DM I would go with the intent of the rules and state that if you began your round in melee with an opponent, the penalty would still incur. Still, an official ruling against these shenanigans would be nice.
