What does Creative Commons allow?
I recall when I was first introduced to EP many (or maybe all) of the books were freely available from the official site and/or the creators. This helped spark my imagination and love of this setting. I would like to make a reference site that makes it easy to access all of the information in the upcoming 2nd edition. Links to purchase the books from whatever retailers Posthuman Studios are going with will be prominent. In order to support the growth of the game we need to support its creators. Before I begin this endeavor though, I would like to understand what's legal. I'm certainly not looking to ruffle any feathers, but I would like to build something beautiful that helps us all enjoy this lovely game. Could I build a reference site (or maybe even a character management tool) and still stay within the guidelines the creator's have selected?

Broadly speaking, both a reference site and a character management tool would be fine under the CC BY-NC-SA license, assuming it's non-commercial. However, at this point, none of the 2E preview material has been released under that license. Until they do the actual release, they want to be in control of the distribution of the content.

There are multiple reasons
There are multiple reasons for this, but one of the big ones is they want to be able to pull back all the playtest material once the actual second edition goes out. It's very annoying to have conflicting versions of the same book running around.
