Is a Flexbot any synth morph with Modular Design and Shape Adjusting? And if so, why are most of the Flexbots in Transhuman missing Shape Adjusting?

I don't know why many of
I don't know why many of those flexbots are missing shape adjusting. Regardless, it seems that modular design is the more important of the two. It has more rules for it and stuff.

The lack of Shape Adjusting
The lack of Shape Adjusting is simply an omission. In Morph Recognition Guide it is corrected and all flexbots have both Modular Design and Shape Adjusting.
