Just checking the RAW with the "Beta" negative trait.

Bonus: 20 CP
This character is a beta fork of their original self, which for some reason is no longer alive (most likely lost during the Fall). They were created some time ago, so they have grown and overcome most of their original aptitude deficiencies. This character may not have a Moxie higher than 1 and no Active skills higher than 60, nor may they possess the Psi trait. They also have only a limited set of their original self’s memories—much of their previous life is simply lost to them. They automatically receive the Edited Memories trait, without gaining the bonus CP. Beta forks are, of course, illegal in many jurisdictions, and some consider them less than human (the gamemaster may apply a Social Stigma: Beta trait in appropriate circumstances; again no bonus CP are gained)."
Now, fluff-wise, I love this idea. It is a great character hook. But just to clarify on the rules.
Does that restriction on Active Skills take into account morph modifiers?
Say I have a flat ego + skill build giving me 60 fray and then I grab something with a REF bonus, will that still be 60 fray regardless?
I ask because, while I can understand not being able to build your own attributes beyond a certain point, reaching your ego peak as it were, surely a morph that would give any other ego a boost in their neural network, or muscle mass or intuition should also boost Mr. Beta too?
It's already an expensive trait to take as it is: restricted skills & moxie, social stigma and edited memories trait for a bonus of just 20cp? Social stigma and edited memories alone are worth that amount. But to permanently cap any long-term excellence from your character in terms of skills at a mere 60 means I can only see a very narrow range of builds working well long-term.

No, morphs, implants and other modifiers happen after skill points. The cap on Beta should just be to the amount of skill points you can sink into it - no more than enough to raise a skill to 60.

Mechanically skills past 60
Mechanically skills past 60 cost twice as much CP, representing the level of excellence and mastery, so Beta's being incomplete egos of a sort, capping them at 60 fits well with that. As an aside.
Also morph bonuses should definitely exceed those numbers. Base (fresh from char-gen) characters can't have skills higher than 80 but then their morph bonuses and situational traits can raise that higher.

Oh I am not denying it fits
Oh I am not denying it fits that a Beta would be artificially hamstrung at a certain skill level compared to their alpha. I was just wondering if morph or implant bonuses will apply since the trait description was rather ambiguous on that point.
Thanks for the rules clarification. But I still can't help but wonder if it is a bit under-valued for the drawbacks a character would have to work around. Both social stigma and edited memory come to 20cp total, so unless the player really liked the roleplay hook I'd suggest they just take those traits individually and not endure the skill cap.
I wonder how it might be fairly balanced, then. I could always houserule that it gives a 30cp bonus, I suppose. Or else reward proper roleplaying with increased rez since, mechanically, they stand to be rather weak, skill-wise.

You can make a pretty good
You can make a pretty good character with no skills over 60, you just make a strong jack of all trades type character and accept that you'll often be second best at things. It's a good character for a game where there are time limits and multiple things need to be done. You can also be pretty handy in a fight without any combat skills over 60.
The moxie limit sucks though, moxie is awesome.

I've got some news for you; Betas are people too.
Just to reenforce what Trappedinwikipedia said, the reason Beta is so cheap is that that it doesn't apply penalties, just Choice Restrictions, meaing it essentially 'frees up' points to be used elsewhere.
If your build wouldn't exceed the Trait's restrictions, it's basically free CP.
