Do all the premade characters use the same amount of CPs, or do some have more? Is there any clear metric for this?

I know from personal
I know from personal experience that premade characters do not seem to have exactly the same CPs. I copied several premades into Singularity so I could use them as starting templates for NPCs for a game and the totals would usually come up slightly off from the normal totals and not by a consistent amount.
That said, the totals I saw were not horribly off. This is something you fairly commonly see in games where characters are built off of a lot of points and people don't have access to software to help keep their point totals straight. As people refine a character design they make small errors (such as changing a background which bumps up a skill by 10 points but then forgetting that it only results in a 5 point increase because the skill was at the point where its costs double) that accumulate.
Often in games where template characters are created the original templates are off even more because not only do the tools to check point totals not exist but often there will be small changes to rules after a particular template has been created. People may not realize the rules change affects that template and now it needs to be recalculated, so the errors increase (although it is always possible that new errors are balancing old errors and the point total is closer).
So don't take my response as gospel. Certainly if someone higher up says that the CPs are deliberately non-standard for reasons of balance that is absolutely the correct answer but my guess is that the answer is that while they aren't the same CP totals they are intended to be.

That's been my experience as well. They're often off a little bit (I think the most I've seen was the hidden concern assassin, which was like 1100 CP), but generally it doesn't change the power of the character too much. That assassin has a lot of fairly expensive gear which isn't super powerful.
That said, there more recent characters like the ones in Firewall seem to be much better made than older characters, and often significantly outperform them due to better builds or more well thought out gear. That's largely a function of them being made after a lot of the gear was expanded, and more aggressive use of gear. The infomorph with multiple combat ready Guardian Angels comes to mind as something which doesn't really show up with earlier characters.

Something to bear in mind WRT pregenerated characters in virtually every RPG: designers usually don't have the luxury of waiting until the rules are finalized to create the characters. So at some point during the design process, the characters are created, and then the rules can change underneath them, rendering them incorrect.

Lets say we had some free
Lets say we had some free time. Would you devs be open to some of us making an effort to remake these pregen characters. To make them fit the rules or even improve them? Would you guys be open to adding the improved pregens to the official books?
