EDIT Here's the relevant passage, for future reference:
Quote:
KRON KARTELYEI˘ The flow and use of the Titanian kroner is heavily regulated in a way designed to encourage investment in Plurality-chartered microcorps. It’s a currency that is invested but rarely spent. Loopholes exist, however, and several semi-legitimate banks specialize in exploiting them. Once kroners move out of the microcorp system, they’re real money, a liquid asset. Sometimes desperate Titanians needing credits in other parts of the system make deals with these banks (many of which go badly for the person trying to change their money). Other times, the Kartelyeı˘ are involved in what amounts to little more than wire fraud. They’re red market operations, often with their central hubs located in places like Phelan’s Recourse or Extropia. Short of sending Labor and Finance Ministry strike teams to exact vendettas against the Kartelyeı˘, there’s little that can be done about their operations. The Kartelyeı˘ do have agents on the ground. Few have ever been charged successfully with involvement in money laundering; Kartelyeı˘ VPNs are a tough hack. The Kartelyeı˘ are largely of Russian or Ukrainian ethnicity and, in addition to banking, run almost all of the chess boxing leagues (legitimate and otherwise) on Titan.
The part about them running as a Red Market is key there, if you renege on a debt to them, they hurt you, but if they renege on you, unless you have the firepower to make them sorry, you lose. Red Markets are very essentially "ability to project force correlates to market power."

Not gonna help you. You lose G-Rep for being unable to inflict retribution on someone who crosses you, much moreso than you lose G-Rep for deciding "hey, I don't have to keep my word to this guy, he's weak" and double-crossing him. So his G-Rep will likely go up if you write up a negative review about how he double-crossed you, but on the other hand, other parties who may be wary of double-crosses may steer clear of him.

That assumes a desperate Titanian citizen who needs "cash now" has much of a g-rep to tank anyway.

Sure, but I'm saying it's not gonna negatively effective the Kartelyi who screwed them, if their victim logs onto Guanxi and whines about how the big bad Russian dude shafted him when the big bad Russian dude promised him credits in exchange for investing his Kroner where the big bad Russian dude said, and then told him "No get wrekt" when he invested his Kroner and asked for his credits. If anything, it'll just lead to rep bumps on the big bad Russian dude's G-Rep.

Source on that?
Source on that? Because that doesn't reflect how the rep system is described in game, or how most criminals work in my experience. Most of the pro and semi pro criminal groups I have had dealings with in the past lived, or died, based on reputation. Get a rep for not keeping your bargains, people stop doing business with you. Get a rep for selling tainted drugs, everyone starts buying from your rivals. A simple "Traded Kroner for cred, supplied Kroner, did not receive cred. Would not trade with again." would be a serious blow to their biz, especially if there were several on there.

That makes absolutely no sense. At all.
"Hired for team to raid tundra convoy. Gunned down own team with seeker rifles, took loot, fired spash rounds loaded with unidentified sticky substance onto our corpses whilst driving away. +5 G-Rep. Would commit crimes with again."
In the past we've had to compensate for weaknesses, finding quick solutions that only benefit a few. But what if we never need to feel weak or morally conflicted again?

Clarity. My one weakness.
Sorry, that was a reaction to ShadowDragon and a reinforcement of you. I wanted to point out why having the criminals with the highest rep be those most likely to screw you over doesn't make sense. With humor! ... Laugh, Damn You! :P

Although I'm in now way a specialist, I would guess that Criminal organizations do not operate like high-school bullies but rather as the businessmen (and women) they are. What they'd look for (and would get you better rep) would not be mocking people or scamming them, but actually being efficient, discreet and reliable.
