The play-by-post games I see don't really mention the die rolls in between descriptions. What's the general etiquette for this kind of stuff? How much of the "guts" of the game are we allowed to show in In-Character?

that is entirely up to the OP. My two I am making incredibly informal and free form because i do not want to manage numbers and want to have people figure their way out of a situation. Seeker of Thoth I am gona have pc death in but since its start is reliant on the finish of procurement I have not had the need to figure out how to handle that without arbitrary numbers or "This is my GM Voice"

Thoth is at capacity unless you got a really interesting character concept i can work into it. procurement is fairly open to players as you can work yourself in. I have another person sitting in waiting until we draw near the martian ranger posts so he can do a brief cameo. Also i am a bit slow in posting in procurement because of an active schedule
Speaking of "this is my GM voice", would acting as a GM in my posts be a violation of forum law? How much am I allowed to say, "you should probably spend Moxie here", or "You've dinged your Motivation"? Is that breaking character for the Game Master?

depends on the forum. Some forums have really strict pbp guidelines that even the gm is expected to comply with. here we are incredibly informal and the GM only answers to his own rules as he lays them down in his opening post.
you should spend moxie here relies on your PBP using actual dice rolls which is a type of pbp i should not be consulted on that aspect
as for dinging motivations and such, that entirely depends on how much background info you have on the other players characters. Breaking character is something the GM never does in narrative with his own pc or with the game world its just another hat. People have to expect the GM is the topic's primary moderator and arbitrator. A lot of people have problems begin a gm and having a PC either by mary suing it or player resentment as it can be a deus ex machina crutch. I actually plan on killing Tavarus in Thoth relatively early into the story

I suppose that mostly depends on how you use them. Personally I would do some shared control over it unless tings happen as outlined in the CRB about making a pc into an npc
