Something like the Battletech Universe Primer would be a good idea for the game. Even without starting the primary plot, the setting is very thick. It could be a very good idea to release a smaller book which gives us pure setting info. To be honest, I wish all game systems would do something like that, especially if there are people interested in the setting but not the game.
