I'm making a character with one of the players in my upcoming game and we noticed that the octomorph on the cover of Panopticon seems to be fighting with some sort of laser or plasma whip, but we can't find it anywhere in the books. Are there stats for that weapon anywhere?

As far as official material go, no. Very little gear has been introduced in the various splat books, most of which was body mods and vehicles. Which is rather odd as the exotic weapon skills are basically empty despite giving a about a dozen different examples that lack statistics.
Although I if I do remember correctly I saw some homebrew stuff about it if you don't mind using them.

Ah the Mono-filament whip.. Is there a better weapon to lose a limb?
If you see someone wielding one with ALL limbs still attached after a minute; RUN.

I haven't looked in depth, but It's probably out there.
However there is already the monowire garrote which can probably adepted easily, I'd say removed a die of damage or a bit of AP to compensate for the reach you gain and voilà!

Whips: Once used by ranchers to control cattle, the image stuck in the minds of transhumanity is that of an archeologist wielding one of these as a weapon. It is traditional for xenoarcheologists to be given one as a gift before they go on their first gatecrashing expedition and some Reclaimers use them as status symbols as well. Many variants exist, from length to style and material, ranging from classic synthleather ones to the occasional combat version.
Skill: Exotic Melee Weapon [Whips] (COO)
Classic Whip: Made of braided synthleather, and not very effective in combat. AP+1 1d10/2 Can hit up to 4 meters away. [Low+, depending on design]
Smart Whip: Made of a modified electronic rope (EP Pg.332), this comes with a software plug-in designed to make it possible to control the whip in combat (download is automatic when handling the whip). It still requires muscle power behind it to be effective. AP- 1d10-2 Can hit up to 4 meters away. [Moderate (500cr)]
Combat Whip: Used rarely, this is a modified smart whip, complete with a small blade at the tip and flexible serrations on the sides. It comes with the same sort of software plug-in as the smart whip. AP-1 1d10+4 Can hit up to 4 meters away. [Moderate (800cr)]. A variant electrifies the whip, adding Shock damage. [Moderate (1000cr)]
Whip Control Software Upgrade: A modified form of the standard whip software plug-in, this helps the user be quicker and more intuitive in their control of a smart whip. Adds a bonus of INT/4 to Exotic Melee Weapon [Whips]. [Moderate]
Variants: Material, length, and style of whip vary. In most cases, length is the main variant, ranging from 2.5 meters to 6 meters. Longer ones tend to be harder to control (-10 penalty). Other variants are based on looks, such as making it glow.
