Information, Communication, and Social Networks in Meshes
I'm a little confused on how the rep networks work in concert with meshes. Does every local mesh on a planet or station link up to the same rep networks and social networks? If so, do they have any means of compensating for the light speed time-lag between different parts of the system? For instance, if someone on the @-list on Mars wants something from a Saturn moon, would there be a 75+ minute delay between responses except from other nearby @-listers? How do changes in rep scores propagate across the whole network?

Yes, the various -list
Yes, the various -list reputation networks are the same, system-wide networks. No, they do not have any means of compensating for the speed of light. If someone on Mars, for some unknown reason, needs to use their @-Rep to pull a favor from someone on Titan or another Saturnine moon, yes, there will be a 75+ minute delay between responses. Changes propagate across the system basically like any other communications; reputation dings and bumps are queued up and transmitted, and this likely constitutes a vast bulk of the low-level traffic.

A Titanian on Mars may have
A Titanian on Mars may have done a lot of favors for his fellow Titanians or Saturn system anarchists and scum, but on Mars, no one owes him jack, but the Anarchists nearby may be willing to do him a favor because they are both on the @-rep system (Circle A), so the entire massive distance between habitats throughout the Solar system is why Rep networks suddenly become so appealing, even to Hypercapitalists. Distance between Venus and Mars is mighty, and if I am a Venusian hypercapitalist, the Martian hypercapitalists don't owe me anything but our shared relationship with CivicNet (c-rep) provides a means to exchange favors and speed up transactions.

Banksy has massive @-rep.
Banksy has massive @-rep. Never mind that he's British and I've never met him. He could hide in my house if he needed to dodge the Boston police, any day. But never mind about Banksy; that dude's famous. What about people who aren't celebrities? I've also linked up with gamers, SF fans, and Burning Man people I'd never met before to do things like sharing rides on long road trips, renting cars together, sharing hotel rooms, and even in a few cases getting up to stuff that I'm not going to discuss in a public form for legal reasons. In the burner crowd, which is especially big on rep networks, I've even gone to Eclipse Phase levels of providing physical goods or services to mere acquaintances who came from other parts of the country or the world simply because they had mensch-level standing in that community. This sort of relationship based on community affiliation is becoming more common these days. Rep networks are a thing that exist now. EP just extrapolates on them.
