I think you might be confusing the mean behind "basic" in this instance. Usually, we use Basic and Advanced as different versions of the same product, with one being superior in any number of ways. However, "Basic" can also refer to "bare minimun". If we go with the second option, Basic Mesh Inserts refers to a non-specific group of inserts/implants common to all morphs with that package installed that, collectively, provide the listed functionality. In that regard, it doesn't need to exist an "advanced mesh inserts" implant, because there is no such "common package": people make their picks from the advanced gear implant by implant, relying on the Basic Mesh Implants for other stuff. For example, I think the medichines can be "turned off" thanks to the medical sensor of the basic mesh inserts, but if don't have that, they will work all the time (so you won't be able to use drugs only when you need/want them, which includes alcohol. You would need to either be unable to get drunk/high, or program your medichines to always ignore such "poisons").

I haven't been able to find any rules for buying advanced mesh tech. Maybe you can make judgement calls and house rules for that sort of stuff. Maybe hardware you manage to steal from a research lab is state of the art (has bonuses and other benefits). These bonuses and benefits fade over time as common technology catches up. Stuff from an old pre-fall facility is outdated (and would suffers penalties and other drawbacks). No price changes at all. Alternatively, you could rule that the price of stuff is increased by 10% or 20% for every +10 bonus, or decreased by a similar amount. Alternatively, you could increase the price of the gear by 1 price category. There is other gear and upgrades that increase prices of things by 1 price category in order to get their bonuses and benefits. For instance, Drug Glands (EP, p. 304) or Implant Masking (Panopticon, p. 148).
