The books constantly speak of "Basic Mesh Inserts", and provide a table of modifiers for advanced gear, but nowhere do there seem to be rules or prices for actually acquiring these things...
Am I just dumb?

Where exactly did you find
Where exactly did you find this information? I want to know how you came to this conclusion. "Basic Mesh Inserts" and "advanced" are very common words in that (so searching for those words in the pdf gets a lot of hits).
Edit: Wait, are you talking about "Mesh Gear Modifiers" on p. 247?

I think you might be
I think you might be confusing the mean behind "basic" in this instance. Usually, we use Basic and Advanced as different versions of the same product, with one being superior in any number of ways. However, "Basic" can also refer to "bare minimun".
If we go with the second option, Basic Mesh Inserts refers to a non-specific group of inserts/implants common to all morphs with that package installed that, collectively, provide the listed functionality. In that regard, it doesn't need to exist an "advanced mesh inserts" implant, because there is no such "common package": people make their picks from the advanced gear implant by implant, relying on the Basic Mesh Implants for other stuff.
For example, I think the medichines can be "turned off" thanks to the medical sensor of the basic mesh inserts, but if don't have that, they will work all the time (so you won't be able to use drugs only when you need/want them, which includes alcohol. You would need to either be unable to get drunk/high, or program your medichines to always ignore such "poisons").

Mesh Inserts
Right, yeah, thanks; I am just dumb then :)
DW: Yeah, I couldn't find any way to actually receive those modifiers.

I haven't been able to find
I haven't been able to find any rules for buying advanced mesh tech. Maybe you can make judgement calls and house rules for that sort of stuff.
Maybe hardware you manage to steal from a research lab is state of the art (has bonuses and other benefits). These bonuses and benefits fade over time as common technology catches up. Stuff from an old pre-fall facility is outdated (and would suffers penalties and other drawbacks). No price changes at all.
Alternatively, you could rule that the price of stuff is increased by 10% or 20% for every +10 bonus, or decreased by a similar amount. Alternatively, you could increase the price of the gear by 1 price category. There is other gear and upgrades that increase prices of things by 1 price category in order to get their bonuses and benefits. For instance, Drug Glands (EP, p. 304) or Implant Masking (Panopticon, p. 148).

I always got the feeling that
I always got the feeling that the "advanced mesh tech" wasn't really something you could buy, it was something you had access to depending on who you were or who you worked for. Dedicated hacking servers used by Stellar Intelligence for example migh have a +30 modifier whereas a "hobby" hacker might have custom gear for +10.
Basically I think you can look at it as +-0 is the kind of tech most people can easily buy, -30 is stuff that was outdated even before the Fall and +30 is secret top-of-the-line gear.

Yeah...
That's pretty much how the table specs it out. I was looking at doing it the way DW suggested but I think I'm going to focus on programming software exploits/tricks/scripts that give you a modifier depending on how up-to-date they are kept.

For hardware in that example you mention, Transhuman provides us with servers, but they are mostly for infomorph usage.
