Exactly what it says on the tin.
One of my characters recently asked me if synths in general need vacuum sealing. The fact that the vacuum sealing implant is on the bio-implants section and that it's not on the suggested list of bio-implants that can be replicated with cybernetics, makes me think that no, they don't need it. But in other manuals it's mentioned that even synths need protection against extreme temperatures.
So... which is it? I would say that yes, synths do need some vaccum protection, but it would probably be much easier to get and install than the regular implant, probably even 1K instead of 5K.

In general, you are right
In general, you are right though - many items won't work well in vacuum. Various compounds outgas from many plastics, lubricants evaporate, etc. Vacuum is also a very good isolator, making overheating a problem.

And if you're feeling particularly vicious or they're getting too cavalier about it , have them take a bit of damage from air rushing in or out of the spaces in things.
