Have you ever accidently encouraged bad behavior in your PCs?
Okay, so... One of my players was checking on the rep of an anarchist saboteur when she had, for a brief moment, unrestricted access to all of the woman's rep scores. She worked out that one of the other woman's identities had been linked to some criminal act, and I told her that the other woman had worked her way onto Oversight's 10,000 Most Wanted. Then the character, curiously, enquired as to her own location on that list. She had, days before, very publicly taken credit for leading a squad of Scum who attacked a triad hotel in Elysium's Chinatown, liberated over 140 indentures, and burnt the place to the ground, in the process killing a lot of Triads and a great many uninvolved parties, mostly the poor bastards who were in the hotel lobby when they lead with grenades. So I told her she was on the top 5,000 list, and now I'm afraid she's going to keep trying to climb up that list until she makes Oversight's Most Wanted. What do?

Sounds like great adventure material to me. If the player characters have motivations that will lead them into trouble without you having to do anything you should be thankful! Just go with it and see where it leads you, which will hopefully be fun for everyone?

Is it a Firewall campaign?
Firewall will NOT be pleased with someone deliberately trying to gain ranks in Oversight's Most Wanted List. Kind of conflicts with the whole "secret conspiracy" idea. So there's one less-obvious consequence. The obvious consequence, of course, is that she's just begging for rope to hang herself. Talk to her OOC if constantly being hounded by bounty hunters isn't the campaign you're looking for.

Assuming the character works for Firewall at all, getting higher on a Most Wanted List will probably give a lot of g-rep in the process. Good guanxi contacts is something Firewall is always looking for. And as long as the character manages to stay away from Oversight, what's the harm? Yes, of course she's looking for rope to hang herself in. When my players do that I think it's a good thing since it saves me the trouble of supplying the rope for them... :)

I ruled that they didn't get much g-rep out of it, because while the Shui Fong's enemies are always thankful to see the Triad's plans going up in literal smoke, most criminals aren't going to respect the kind of person who would do soemthing so unsubtle for the purposes of liberation. Now, [b]@-Rep[/b] is another matter. She was so public about this (and she took the time to publicize it on the Circle-A list) that she got 10 @-Rep [i]and[/i] a Gold Star on @-List... And another level of Black Mark on c-Net, of course. Firewall needs good Autonomists, right?

Yeah, but the problem is when they buy rope in bulk and the rest of the group winds up on the gallows with them.

There's also the fact that if Firewall works out that she wants to piss off Oversight then she becomes a great candidate for being given jobs that have a high probability of pissing off oversight. ...Or for that matter being the fall girl for a operating gone wrong. Plot hook! Suddenly one day news reports indicate that she's been linked to this huge crime. Large enough to catapult her forwards in the ranking list. This crime is certainly something consistent with her belief system ... but the only problem is she had absolutely nothing to do with it. Firewall sends her a message and says that there was a screw up in one of their operations and as a last ditch move to stop someone who definitely did not want to be on that wanted list from being identified, someone who had a lot to lose from that happening, they planted false evidence linking her. Problem? This is what you wanted, right?

Yes, this can happen quite a lot. Hopefully the rest of the group is somewhat aware of what is going on and can take measures to stop her if she goes out of control?

According to Sunward, the area around Valles New Shanghai has some actual rivers and trees growing alongside it. The atmosphere is thick enough to be breathable with enhanced respiration augmentations. So yeah, they've come further than one assumes with terraforming on Mars.

To me, this doesn't sound so much like "bad behavior" as "the game". Run with it. It'll be fun :)
