Neo-Neanderthals
Now normally when it comes to my policy on morphological freedom, I say "why not?" to pretty much everything. That being said, I'm just curious as to what was the incentive for Neanderthal morphs/uplifts?

"Hey, Bob."
"Hey, Bob." "Yeah, Bill?" "You know... We've been clonin' folks for ages now, we've uplifted chimps and bonobos and whales and stuff." "Yep, no denyin' that. What're you getting at?" "Well, see, in that big ol' museum they've got downstairs, they've got a femur from Homo neanderthalensis. You follow?" "I am not nearly drunk enough to consider this... Pass me the tequila."

I agree with SD. You're
I agree with SD. You're asking "Why?" I think the proper question in this context is "Why not?" :D

would bringing back a
would bringing back a Neanderthal truly be an uplift? they were sapient while the coexisted with us and it was only for reasons unknown that we out competed them. hell we even interbred at one point

ORCACommander: My guess is
ORCACommander: My guess is that a "stock" Neanderthal, a Neanderthal Flat, would have had, say, a higher SOM and COO limit than baseline human flats, but a much lower COG. Say, a COG limit of about 7 or so. So while they would have been more-than competitive early on in the game, but that forced homo sapiens to start using the trait they had the advantage in, and we started building. When you're making bows and arrows and the other guy is struggling to put together a net, you have the advantage. Even if you and he aren't in direct, open conflict, you can feed a lot more of your children than he can feed of his. Your numbers explode, and nothing particularly happens to his; they stay stable, there's just a hell of a lot more of you than there are of him. Sooner or later, through interbreeding, all of the kids look more like you than they do of him, and are smart like you. They may have generally lost the extra beefiness he had, but that's okay - one extra-beefy guy is no match for five extra-smart guys using their tools to far greater effect than the one beefy guy's beef. If you look at the Neanderthal Uplift, they have a flat line of 30 aptitude maximums, and they actually get a COG bonus. My bet is that they splashed a lot of Exalt into the Uplift Neanderthal gene pool.

Meh
I can easily see that happening.

Exactly
As I said, that is my usual approach, I guess I'm just curious who came up with the idea first and what led to it. Could very well have been two drunks.

Given the conditions on Mars,
Given the conditions on Mars, the Neanderthals adaptations to ice age earth could be seen as a shortcut for genetic engineers. Why write out whole new sequences when nature did it for you thousands of years ago? Or some enterprising anthropologist decided to "walk a mile in their shoes" and the post fall morphological freedom gave them the chance. After much alcohol consumption of course!

Or maybe
Someone could have decided to jump on the Uplift bandwagon. Cloned the Neanderthals, tweaked the DNA to get some viability variance, included some minor gene fixes here and there and whammy a viable uplift strain.

Actually the evidence points
Actually the evidence points to Neanderthal's being smarter than modern humans, but with less advanced social organization and language. Their stonemaking was ahead of modern humans (aka cro-magnon) for many thousands of years, but whenever cro-magnon developed an advanced technology (or learned it from a Neanderthal mate or parent) it was much more likely to be taught to other modern humans, and eventually they surpassed the technology of the Neanderthals, which coincided with them outcompeting them. 20 percent of the Neanderthal genome lives on in modern humans. http://news.nationalgeographic.com/news/2014/01/140129-neanderthal-genes...
