So I'm GM'ing a game and I have a slight problem. 2 players are really into it and are in character, but they are on opposite sides of the moral spectrum. Most of the sessions are them arguing in character about most everything. This is leaving my other players with little to do, two of them are usually on their computers. I don't want to discourage the two who are in character, but I also want the others to be engaged with the game. What can I do?

I'm going to assume one of the players isn't being a dick and then saying "I'm not being a dick, my character is being a dick" and that this is just good roleplaying.
From my experience you may want to run this more like a Vampire: The Masquerade than a Call of Cthulhu style game.
When your two heavy RPers get into it, applaud them for it, and then eject them from the room. Have them update you on the result of their IC debate. This has worked for me.
Also, introducing an NPC who is the boss/moderator of the group can help move things along. Make him important but not powerful (like say the equivalent of a Papal Cardinal if this was a Fantasy Europe game). He can be a good kidnapping maguffin or the Muhaha I was really Moriarty/Lich the whole time character.

This is part of where Firewall comes into play. Firewall does draw on people from all different backgrounds, and requires them to work together to get a job. Political issues like this are quite regular, I imagine. The Firewall proxy is responsible for helping to ease these tensions, and part of this is by creating a Firewall SOP the entire party is expected to abide by. If it's discovered someone broke it, bad things happen (you don't think FIrewall stays secret by accident, do you?)
