Cover bonus for exoskeleon?
Does one get the -30 cover benefit while piloting an exoskeleton (as it is considered a vehicle)? For example, if I was in my exowalker (armor 2/4) and had 16/13 armor on my morph, and someone with a 60 rating was attacking, they'd hit the exoskeleton on a 31-60 (attacking armor 2/4 and DUR of 30), and the pilot on 0-30 (attacking armor 16/13 increased to 18/17 and morph DUR)? ATTACKING VEHICLE PASSENGERS from pg. 196 During combat, passengers within a vehicle may be targeted separately from the vehicle itself. Attacks made against passengers this way do not harm the vehicle itself (unless an area effect weapon is used). Targeted passengers benefit both from cover (usually Major, –30) and from the vehicle’s structure, adding the vehicle’s Armor Value to their own. Passengers within a vehicle are generally not harmed by attacks made against the vehicle itself. Area effect weapons are an exception to this rule, but in this case the passengers also benefit from the vehicle Armor Value.

Probably you need to play this by ear and consider weather the specific exo provides cover and to what degree. Alternately you could just rule that exo's provide 0 cover across the board. On a case-by-case basis I would say; Exo walker - minor cover "Minimal framework" Hyper dense exo - moderate cover - "wearer is partially encapsulated" Transporter - moderate cover - "provides partial protection" Trike - moderate cover - "provides partial protection" Battle Suit - full Cover - "Completely sealed" (alternately you could just say that the armor provides 0 cover but called shots to bypass armor are not an option.)

I think that sounds
I think that sounds reasonable, for larger walkers. For walkers that are more or less the same size and shape as a morph I'd reduce the cover bonus as OneTrikPony suggests - there's more chance of hitting a bit of the exo that 'contains' part of the piliot, rather than a purely mechanical appendage.

Just keep in mind that the person behind cover takes a penalty to attack rolls, albeit a smaller one than the one attacking the person behind it. So there'd be a potential downside as well.

Another issue with exoskeletons - some provide a handling bonus? Is this a bonus to freerunning/fray/fly skills then while suited up?

The two "Exos" that I'm aware
The two "Exos" that I'm aware of that have a handleing bonus also require a pilot skill because they are actually vehicles one is wheeled and one is a hovercraft IIRC, If you flip the page back from the description of the exos to the introductory paragraph you'll see it.

Damnit Newton, I wish you'd ask questions about books I can reach from my chair! ;) Wow, this took me a minute to figure out. [u]All[/u] exos can be piloted or jammed remotely/electronically; "Exoskeletons may also be piloted electronically...A character jamming an exoskeleton remotely uses Pilot: Walker skill (except for the Trike and Transporter)." My confusion, (and perhaps that of others), arose from the handling entries on the Vehicle tables where some exos have a handling rating +10 and some have have a handling rating of "--" meaning simply that those exos have no [u]bonus[/u] to remote jamming. It does not mean that some exos have zero handling and can't be piloted it just means they have zero modifier for remote piloting.

Had a case like that a couple months ago, when my characters in Cthulhutech was piloting a Centurion mech (about the size of an Hopplite armor), in it you don't wear an armor, but a bodysuit made for better interface with the body, my other armor, Spectrashield Lite, was in the gear compartment of the mech. I though it was a good idea. you can have a big armor and undervest (like CT's Sentrytrek under a Spectrashield), but in an exoskelleton, you wear a much light. the armor provided by the exoskelleton should protect you from most personnal weapon Sure, you could try and wear one inside the exo's cockpit, but I'd give you a heavy malus for anything done with the big guy. I'm talking from -20 to -40, depending on the armor you brought inside
