Research showed that the amount of power a karate expert delivered was greater than an novice because of their increased coordination (ie neurological causes) rather than any greater muscle strength. I instantly thought of the Somatics attribute in Eclipse Phase.

Those two karateka are both running similar hardware, so it makes sense that Somatics would be the deciding factor. No one will deny that expertise plays a role in most contests of strength, and especially when it comes to fighting.
In Eclipse Phase, the strength advantage of an average wrestler in a Remade over an average wrestler in a Neotenic is a +10, which always translates to a flat +1 damage.
And as an aside, this difference is somewhat made up for by the Neotenic's small frame, with its inferior reach and leverage, which puts the Remade at a -10 to hit.

Well, they aren't clones, so the hardware isn't the same :) My reading of it was that despite physical differences, the neurological pathways remained a significant factor

"Similar" hardware. And by that I meant that neither one of them is a gengineered superhuman, a cybernetic dragonfly or a 500 kg armoured battle exoskeleton. ;)
And the report doesn't say how much of a difference each factor makes. The study could have found that a lithe 4'8" black belt was able to reliably outpunch a musclebound 6'8" brown belt, or it could have found that an average-build 5'7" black belt was about on par with an athletic 6'2" novice. What we may surmise, is that it dealt with human levels of skill, and human levels of ability, and not with the sort of exotic comparisons we often make in Eclipse Phase.
Besides which, Somatics works in almost exactly the opposite way to what this report seems to suggest. You need a Morph with big, powerful muscles to make use of your superior Somatics Aptitude, and the difference between an oversized, steroid-abusing hunk of aggression and a dorky little kid with glasses becomes very small for two average-SOM Egos.

Advanced students of karate
Advanced students of karate learn to put "their whole being" into a given punch or kick. That means we learn to put as much of our mass as possible into every punch and kick, no matter our position. Novices may only know how to do this with both feet firmly planted on the ground. Often not even then.

I remember years ago while on a Wado-ryu training course with Tatsuo Suzuki, Masafumi Shiomitsu and Sugasawa Fumio, Shiomitsu sensei remarked that "It's all in the hips... good lovers make good fighters". The other teachers nodded.
