New look on Scum Fleets.
I don't like the way PHS has Scum Fleets as of right now. Not gritty enough for me so here's my take on them. Scum fleets are more like the Quarian fleet from Mass Effect. The whole fleet is this massive, amorphous blob of ships that is constantly strewn from one end of the solar system to the next. Though large, fairly unregulated, and mysterious the fleet is not the haven for gene hacking and augmentation that it is given to be. It is more a smuggling and crime haven that provides either of the two major factions in my game, the Jovian Republic and the Planetary Consortium a de facto neutral ground for certain clandestine activities. Most of the ships are run-down, over-crowded, and radically converted making the scene more like a wandering bazaar of ever changing form and function as ships go from the rim to the core and back again but not the wildly active bio-modification bazaar pictured in the book. Ships and scum are constantly competing for scarce resources and offering bootleg services to the highest bidder, most of the population are flats just looking for a place to stay. A few of the ships are massive databases that house additional millions of egos in cold storage. Passage through the fleets from the rim to the core or vice-versa is what brings in most of the income to the fleet which is governed by a loose organization of ship captains and lobbyist parties that attempt to look after the welfare of the Scum community. Passage is generally slow but most ships are comfortable with shuttles moving from the smaller skiffs to larger capital class and freight vessels quite often. The primary quality of the Scum Fleet is the diverse environment and the complete lack of central police force. As such there is literally a lack of sousveillance and a struggling surveillance program to monitor at least general traffic through the fleet. This presents excellent emigration techniques and opportunities for criminal and clandestine trading.

Yes, scum fleets should be messy. Yet I suspect that what looks messy on the surface has a lot of structure that outsiders miss. A slum or favela looks like total chaos, but the inhabitants know the do's and don'ts - and missing them can be bad news. People are watching you, and they will pounce on an opportunity in no time flat.

Yes, there are scum fleets as prophet describes them. And then there are other scum fleets that are a tad more luxurious. A scum fleet is really hard to generalize because thats the schtick of the whole faction. Be creative. It doesn't even have to be a fleet of spaceships. Several submarines under Europas ice and you're set. Or settlements.

Something that comes up in my mind is "Are people Scum by choice?" In the transhuman age, few have as much freedom of movement as the Scum do. Topping it off, they're all mostly embodied. If they wanted, they could offload at any port, anywhere, be it at a PC system, in the Titanian Commonwealth, or any number of other habs (especially autonomist ones). That makes me think that, for all the descriptions of being run-down, overcrowded, etc., people actually [i]enjoy[/i] that nomadic existence. If they didn't, they could offload at any time.

Just my flavor of campaign, there is no Autonomist Alliance just a bunch of Brinkers. The Jovian Republic is the major player in the solar system and the Planetary Consortium is a mire of several factions (as it is in the book) but with less direction. The Scum Fleet is a bit like the Battlestar Galactica fleet but it stretches from Mercury to the outer belt and back again. Most habs and planetside colonies are overcrowded as well especially concerning Consortium numbers and most people have little choice but to shack up in second rate synthmorphs, save for the Republic. There are smaller sovereign factions such as the Commonwealth but its power is a far cry from the Republic and its ideal is just beginning to truly take root.

The 'Glitter Band' in the Alastair Reynolds novels spring to mind here, specifically the Chasm City and The Prefect books. Diamond Dogs / Turquoise Days and Galactic North by the same author also have some good ideas.

Spinnig this thread farther: Infomorph Scum! You can be anything you want and so too can your enviroment! A nice idea for a Scum subfaction, who embrace the possibilities of Virtual Life. Generate your own worlds!

There's likely more than a few Scum barges with infomorph groups on it. Similarly, more than few habitats like that. My question is, again, why would people choose to live in cramped, crowded conditions as how Scum barges are often described when other options are available.

That depends on the flair of the campaign and how you want to spin it. My flavor, not enough room and certainly not enough welcome to go around. True yes some prefer to stay with the nomadic, unregulated life style but again the flavor, lower tech, not enough materials to build the massive/exotic augmentation facilities dreamed of in canon EP., etc.

I'd say that the Scum live that way for a variety of reasons. First, I doubt most factions would take them in (corporate factions won't, at least...), second the scum lives free of all the bullshit going around regarding safety, fear, etc... third, being nomadic they gain both utility (meaning favours they can ask once they are in trouble, and the truth is that everyone will be in trouble in EP sooner or later) and safety (they can move to "greener pastures" at need). Fourth, they get the news first and the tech second! They are traders and facilitators. As for the infomorph scum, they exists. They will have, however, morphs for maintenance of the "ship". You have to repair stuff, and processing power is not free (energy at the very least is required). Sure, you can store 100 egos in a satellite in a near-venus orbit powered by solar energy, with 2-3 synthmorphs and two CMs who live in isolation... but you know, they are not scum, just brinkers (also, a good place to hide when your ego needs to!)

Fix'd :P The difference between a scum infomorph colony and a brinker infomorph colony is mostly one of outlook, not hardware. Scum value individual freedom. Brinkers are a much more diverse bunch which includes religious cults, space-amish or isolationists.

Some brinker groups do value individual freedom though, they just don't value integration with the rest of transhuman society. The biggest issue is going to be mobility and social structure. The scum are the EP equivalent of the gypsy people... a nomadic culture which represents an amalgamated society created by the ever-changing personality of its populace; a populace that still stays in constant contact with the rest of the system. Brinkers keep to themselves, isolated from the rest of the system. That's the primary difference between the two, and what should determine how you define any given group.
