I am really happy to hear that a games publisher is taking the CC License seriously for once, and I applaud you guys for taking that step. However, I would suggest that the Non-Commercial Clause that you have selected precludes 3rd Party Publishers from creating new derivative content. Before you take this step, you should probably look at how the OGL drew a lot of people to WotC's d20 products. If you have already made this choice, would you mind sharing your reasoning? Great idea for a game, in any case, -rhat

Hopefully they will only restrict commercial derivative works without permission from the company. I am also extremely impressed and happy to see a game design company take this step. The CC license is the best option future of publishing, and it's always good to see new people support it.

From the CC License itself:

Waiver — Any of the above conditions can be waived if you get permission from the copyright holder.

Clearly, the developers will happily waive the non-commercial condition of the license if the third-party developers agree to give them a cut of their profits.
