Scratch spaces are something I'm finding it hard to wrap my head around. For what seems to be an important part of espionage, there's no information given on where they would be, how big they are, how expencive they are to build, and no rules if they get discovered.
Anyone have any house rules or know if this will be implamented in the future?

Well caches are for generally
Well caches are for generally passing information, so they tend to be pretty small. They can be anything, anywhere. They're free to build. If their discovered, then this allows opponents to intercept messages. And it allows the opponents to see who access the cache then put them under surveillance.
