Sometimes you've just gotta break out the cartoony villains to keep the players from feeling overwhelmed by the angst of the setting. Since there is a Meat Hab already in the setting, making a floating Brain Lair of Doom is an easy next step on the slippery slope to truly cheesy nihilist villains. For that over-the-top edge, make the Brain Lair an Async and have the mad scientist threaten to destroy some habitats with its deadly brain rays if they don't give in to her insane demands for "one-hundred billion reputations" in all of the trendy rep networks.

Not to rain cerebrospinal fluid on anybody's parade, but do you know how squishy brain tissue is? That habitat will be the consistency of toothpaste! Of course, we can shore it up with artificial meninges and bone. Ah, a real skull-shaped base! With landing bay in the mouth. Cooling is an issue, since 1 kg of brain produces 17 Watts of waste heat. I guess the blood circulation can go to to cooling fins. Hmm, a 1,000 ton brain habitat will need 17 megawatts of power. Signals move at ~100 m/s, so in a big hab the different parts will be a bit out of sync unless we boost it with neurachem or fiberoptic connectors... what, me overthink stuff?!

Add a spinal column studded with fractal radiators to cool the habitat. Consider alternative means of cooling (wacky, but I like the idea of thermocouples converting waste heat into electricity to run large lasers built into the skull's eyesockets)). Why not leave the other parts out of synch? The habitat's mind could wind up nicely divided on everything it was trying to accomplish (playing up the cartoony aspect of the villain).

Spinal radiators are a good idea. Thermocouples have limited efficiency, as do lasers - you cannot cool yourself by emitting lasers, sadly (and Sundiver nonwithstanding).
