OK, stupid question, but I need to make absolutely certain: a character can be BORN an uplift (e.g. octomorph), and not have to be born something else and sleeved into an uplifted non-human morph, right? I mean, that's exactly what it means to be "uplift" if an "animal" born/bred with human sapience/intelligence, right?

Yes. You can be born as an uplift. This also means that 'human' morphs will be harder to remorph into. They will favor morphs like the kind they were born in.
Likewise, you can be 'born' an AGI. AGIs have a similar problem remorphing. I think they favor infomorphs, but the rules aren't clear on that. I think most of the time, they are raised and socialized in servers. You probably want some assurances that they won't damage a synthmorph in their first few moments of life, or destroy something with a combat or heavy industrial morphs.
