Is aiming considered a mental action for purposes of sleights and implants that allow it? In particular, aiming with a smartlink system installed in the gun.

I would personally say no: so far as I can tell, mental or mesh actions are those that have no direct influence on the physical world. Aiming requires subtle movements of the gun that would not be possible by simply thinking. Even with automated turrets, you are moving the weapon... which is physical in nature.
We might need a confirmation on that, though.

Also, I think aiming has to do a lot with waiting for that specific conditions to arrive, such as a target moving in a predictable manner or leaving a vulnerability open; environmental conditions, like drift, smoke, or osciliations in gravity; and other external factors.
