Transhuman, p.97, on "speed and mental actions":
What can mental actions be used for? Anything that doesn’t require physical activity. This primarily includes online mesh actions, perceptive skills (Investigation, Navigation, Perception, and sometimes Scrounging), Knowledge skills, remote control of a shell/drone, jamming, and use of psi sleights. Psi sleights that require physical contact do not count unless contact is already established (against an unwilling target, this means the target must be incapacitated or subdued first). Also, as noted under Active Psi, p. 221, EP, psi-gamma sleights cannot be used in the same Action Phase with other mental actions that require a Complex Action due to the concentration required.
Are technical skills (demolitions, hardware, infosec, interfacing, medicine, programming, psychosurgery, and research) intentionally left out of the list of things a character can execute with extra mental actions?
Should I consider anything done via mesh by using extra mental actions, such as using technical, social and vehicle skills, remote-controlling multiple drones into combat (shell jamming) etc, as fair game?

I'd say it depends on what
I'd say it depends on what you're trying to DO with the technical skill. Are you trying to defuse a bomb? Because that normally, you know, requires hands. If you're trying to recognize a bomb though, that would fly as a mental action. That seems to be the major distinction to me - Your mind might be moving faster, but your body is not. So anything you're doing purely with your mind is fair game.
