Normalizing NPC stats
So, I'm tinkering around with a tool for generating NPC (and possibly PC) stats from the information in the EP sourcebooks and adventures. One of the things I've noticed is that the stats for assorted NPCs, AIs, and pre-generated characters are given in "finalized" form — i.e., a Standard Muse's Infosec: 30 already takes their COG: 10 into account — they've basically got 20 points of Infosec on top of their base stats. Same thing with the pregen characters and NPCs. Is that a correct way of reading things?

I think so, yea. Though (some) PreGens, are kinda weak compared to a 1000 point character, as they were made before the rule were finalized and werent updated. I also keep in that PC are at the top percentile of the bell curve for ability, and skill. The PCs arent average.

the devs have said that the pregen pc's are far from optimized. however as a rule i would assume each are just above average
