I don't know if lizards made it off Earth. However, there are probably no uplift lizards. The books have been rather explicit about what species became uplifted, most of which are those that can be counted as low hanging fruit. Many species such as primates, octopi, birds, and pigs already had much the traits needed to be uplifted. Most were clever or smart in some way. Uplifting improved what was already there and guided them to point where they could think a lot like humans. Other species lag behind because there is more that needs to be created. Cats for instance can be smart, but they lack the social traits that you might want in a person. I think one of the books (I forget where) says that uplift cats are being worked on, but 70% produced thus far are sociopaths, with the remaining 30% are probably good at faking that they are not. The books have also mentioned on many occasions that not all uplifting yields success. Some lack the ability to communicate because they don't have the right neural connections. Others are considered Feral, and while they may posses the form factor and intelligence to function in human society, they lack any talent, desire, or the values needed to act civilized. They are described as being quite intellectually and morally offensive, even to other uplifts. If the existence of a sizable number were revealed to the public, it be a blow to the public perception of uplifts, and many would jump on the band wagon and use it as an excuse to repress uplifts even more.
