Synthmorph "Natural" Armor?

Synthmorph "Natural" Armor?
I'm not sure if this is explicitly stated anywhere, but... Synthmorphs seem to have some sort of "Natural" armor, assigned by fiat. For instance, the Fenrir combat morph is listed as having Heavy Synth Combat Armor, which is 16/16 armor. But it says that its armor is 16/16 (32/32 with Heavy Synth Combat Armor.) It seems, then, that Synthmorphs are assigned an "inherent" natural armor value determined by their chassis, which can then be augmented with additional armor. Are there any written hard and fast (or even fast and loose) rules for determining what these inherent armor values may be (especially when dealing with truly massive machines,) or is it entirely a GM judgement call?

There's a table in Transhuman
There's a table for Synthmorph Armour on Transhuman page 223 in the Morph design section.
In the past we've had to compensate for weaknesses, finding quick solutions that only benefit a few. But what if we never need to feel weak or morally conflicted again?
