So what exactly IS firewall's standard procedure? (Game Information spoilers)
I'm going over my notes for an upcoming campaign, and I keep running into something of a quandary. On the one hand, EP Core notes the existence of a maverick clique in Firewall, one that doesn't follow standard procedure. On the other, Firewall is described as an intentionally loose organization that doesn't have any centralized leadership and has an established precedent for proxies acting on their own when required, so I'm kind of unclear on exactly what protocol it is that a maverick sentinel/proxy would be ignoring; it doesn't seem like the type of organization to be big on paperwork. The only departures from procedure I can figure out, on point of fact, range from the suicidal (ignoring x-threats) to the insane (revealing Firewall's existence provably) and those seem like they'd warrant dismissal at a minimum. So...how exactly does a maverick proxy differ from the norm?

I assumed that that was meant
I assumed that that was meant as a set piece for individual campaigns. Whatever protocals you and your players end up establishing for Firewall, this faction does not do that.

They skip on many of the
They skip on many of the bureaucratic elements of Firewall, such as proxy votes and the like. Mavericks tend to act on their own and ignore those things. Whereas other proxies might want to vote one what is the proper containment method of an outbreak, Mavericks will skip that and try to solve it themselves. So a maverick Firewall proxy is bound to ignore his fellow proxies when he wants to do something himself. A maverick Firewall sentinel is likely to do things in missions that he was not told he could do, and may even create missions for himself. Firewall does have some established regulations. Read up on the proxies to learn more about them.
