Everyday life in the Jovian Republic
Hello all! Since the Outer System book Rimwards won't be out for a while yet, I was just wondering if we could discusse what life would be like in the Joivan Ju-I mean, Jovian Republic. What would the Regan cylinders be like? How many habitats are there in the Republic? What's the total population? Do uplifts/AGIs live in the Republic? How does the government work? What political parties/factions exists? Where do they get their food? What forms of entertainment do they have? What technologies do they use? What cultures and religions exist? Any ideas?

Ideas on this will be very different from person to person as they have their own interpretation of the descriptions, or perhaps the lack of such, of the JR in the core book. Here are mine: [b]Government:[/b] The Jovian Government, at the highest level, is divided into two distinct bodies; the Presidency and the Parliament. The President is elected for 8-year terms by a majority-vote of the people. The President appoints ministers and the chairman of the parliament and has the supreme command of the Jovian Republic's armed forces. The parliament, meanwhile, is a democratically elected body of almost 300 representatives from all major political parties in the JR, as well as one representative elected by the local government of each administrative area. (Liberty, Hyoden, Amalthea, etc. each have one representative) The parliament elects the Chairman of the Parliament. (This rests in a balance where the president usually appoints the chairman the parliament elected.) In practice, the current President was a pre-Fall general and became a war-hero for his actions during the Fall and the creation of the Jovian nation that preceded the Jovian Republic during the Fall. He is a militarist who for all practical purposes believes that the war against the TITANs is still ongoing. He uses the constitutional right of the presidency to mobilize the armed forces against Jovian states that fail to fulfil their obligations to the Republic and the parliament and to crush dissent and liberal movements. This is helped by a very strong ideological block in the Jovian Armed Forces (IAF/JAF) that pursues a paternalistic and moralist view of the IAF as the defenders of the Jovian Republic's moral integrity and a vanguard against transhumanism and progressivism. Staunchly conservative, he refuses to appoint progressive/liberal MPs and always appoints conservative candidates to the ministries. The largest political block in the Jovian Republic is conservative block, consisting largely of the Republican People's Party and the Catholic Democrats. It is opposed by a loosely knit progressive/liberal block including the Social-Democratic Party, the Republican Worker's Party, the Liberal Party and the Progressive Party. The third-largest single party in the Jovian Republic, the Peronist party, is not aligned to any block, and is considered by many to be a political wildcard supporting both welfare programs, labour unions, corporatism and authoritarian measures when in parliament. The National Peronist Popular Party (the NPPP) and the Jovian Anarcosocialist Progressive Party (IASPP) are the two most radical and militant parties in the Jovian Republic, although very different politically. The NPPP, formerly a branch of the Peronist Party, is a radical populist party with strong nationalistic and biochauvinist streaks that is rumoured to be funded by several larger corporations. The IASPP, meanwhile, is a radical techno-progressive transhumanist anarchist party that is militantly opposed to the Jovian Republic as a political entity. Both parties maintain a large paramilitary force, often consisting of disgruntled ex-soldiers who've survived the Fall and frequently clash in the streets of large cities like Liberty, resulting in violent riots and acts of domestic terrorism. Despite their small, almost non-existent representation in government, both parties are growing in membership every day and recent reports from the IAF suggest that, at current growth-rates, by AF14 the IAF will be unable to contain them if full-scale fighting broke out between them. Other parties include but are not limited to the Ruster Libertarian Party (refugees from Mars who oppose the progressive morph tax), the Pensionists' Party, the Liberal Humanist Party, various Infolife Rights Parties, the Transsapience Party, the Amalthea Independence Party, and a wide variety of local parties. (It's basically Weimar Germany crossed with elements from Argentina crossed with elements of the Second Spanish Republic. I wish I remembered more about the parties in Argentina and Spain though, and that I knew Spanish so the whole thing wouldn't look so bloody European.)

This is what I've used: The Jovian Government is theoretically based on a elected President of the Republic (Currently Sasha Juarez of the Jovian Republican Party) and Congress. However, the President of the Republic is only commander and chief of the Jovian Republic Armed Forces (JRAF) for ceremonial occasions. Real power rests with the JRAF, and particularly the Military Command Coordination Board, what other nations call the Junta. A group of three army generals, two admirals, one marine general and the Director of the Covert Affairs Administration (a Colonel,) the MCCB controls the JRAF and officially sets defense policy and somewhat less officially controls foreign policy. The current Chairman of the MCCB is General Michael R Alexander of the Jovian Army. The military never tampers with elections, because it does not need to. Only candidates the MCCB approves are allowed to run in the first place. The MCCB will ban any less than bioconservative candidate, and on rare occasions candidates who are too bioconservative (i.e. neoprimitivists.) Political parties in the Republic are, from most Rightward to least: The Humanity Party, the Jovian Republican Party, the Party of the U, the Christian Reform Party and the Jovian Ecological Party. Only the JEP could be considered leftist, although they are at least as Bioconservative as the other parties (they blame rampant Tranhumanism for destroying Earth's irreplaceable ecology.) The President and Congress are in charge of all matters except defense, although they usually follow the MCCB's lead on foreign policy and the JRAF also tends to get involved in upholding law and order. The Jovian Federal Police, who do answer to the President, resent the JRAF's greater power and influence. Under the Jovian Constitution, humans (flats and splicers that have never uploaded) have a fair number of rights against the government, though less than they did under the US constitution. Non-humans (everyone else) have no or very few rights. There are very few non-human biomorphs living in the Republic. However, a small number of furies that were in the pre-Fall US or Pan-American armies live in the Republic, and the government tolerates them as long as the agree that any children they have will be genetically engineered as splicers. Although the Republic is oppressive, most Flats support the government as the Jovian Republic is the only major group in the Solar System looking out for the welfare of Flats. Culturally, the Jovian Republic has a mix of pre-war Hispanic and American culture. The Republic is extremely nostalgic, looking back to a time where Flats were dominate and transhumans nonexistent. Retro styles, particularly retro 1950s styles, are endlessly popular in fashion. Biopics of conservative heroes, like General MacArthur, President Álvaro Uribe Vélez, or President Amanda Sanford (the last President of the United States) are endlessly popular at the box office. Religiously, about 60% of Jovians are Catholic and 25% are various types of Protestants. The Jovian Republic is the home of most of the remaining Christians, and the current Pope (Paul IX) lives in Liberty. The remaining Jovians are mostly Jews and some of the less pro-transhuman sects of Islam. These monotheistic religions are enjoying an upsurge of popularity, as many Jovians see the fall as punishment for mankind's arrogance and sins, and the sudden disappearance of the TITANs when they were on the verge of destroying mankind as divine intervention. The government frowns on Atheism, Techno-creationism and Xenodeism, and encourages the practice of "traditional human religions" as a means of separating humans from "soulless" transhumans. The Republic encourages all its citizens (but particularly flats) to marry and have children to increase the numbers of the human race. Culturally the Republic tends to be slightly patriarchal and encourage "traditional gender roles" (not for their own sake but as a means of increasing the birth rate) but no particular stigma or legal penalties enforce these roles. Homosexual unions are recognized by the Republic as long as those involved plan to have children via sperm donation or adopt (although transexuality is not recognized; to the Republic the idea that your body's gender can be changed is too close to Transhumanism.) The end result of the policies is that the Republic has a higher birth rate and more children as a percentage of the populace than any other faction. A great deal of advertising and entertainment produced in the Republic aims at children. Most families do not genetically engineer their children, though the child of two splicers is also a splicer. The Republic does not create uplifts, as it eschews most genetic engineering, though it inherited some from the Pre-Jovian Republic Jupiter Commonwealth of the United States. These Uplifts are "domesticated" (i.e. enslaved) and either sold to hypercorps that want them or made to do menial labor. The Republic has no use for uplifts, as if menial labor is required more infugees can always be resleeved, and every so often a bill is sponsored in the Jovian Congress to either send the remaining uplifts to Mars or simply kill them all. Republic Citizens are always either flats or splicers. Infugees can never become citizens and are subject to terms of indenture. The best a non-human can hope for is to become a "resident non-citizen" and even this is very rare. Each Jovian Citizen has only the body they are born with throughout their life; uploading is strictly illegal or citizens (although visitors from other nations are allowed to and encouraged to sleeve into flats for their visits), as it is thought that uploading transfers the mind into software, transforming a human mind into a machine (and many religious Jovians believe uploading destroys the soul.) Backups can be kept on hand, but are only legally allowed to be sleeved into a cloned copy of your original body. Wealthy Jovians or important military personnel keep a clone within a few days of finishing growing at all times (they are kept within a few days of finishing due to fears that their clones could be stolen and used to impersonate them if they were finished.) Others will have to wait one and a half to three years after their "deaths" for a clone body to finish growing. This is the official policy; there is a black market for other morphs, particularly among the children of wealthy Jovian businessmen, and the Federal Police are always attempting to eradicate such trade. Pods are totally illegal, as the Jovians view the idea of a machine controlling an organic body as totally disgusting, and are usually destroyed as soon as they are encountered. There is, however, an underground trade in Pleasure Pod sex slaves. The police stamp down hard upon this, viewing such practices with complete horror. Interestingly, being rescued by the Federal Police is the only way for a Pleasure Pod to become a resident non-citizen. Initially the FP killed such pods, but they realized that killing the beings that were, after all, the victims of horrific crimes made for terrible press, and now Pods rescued are allowed to live in the Republic, albeit with severely restricted rights. Jovian Soldiers and Security personnel make extensive use of cyberware, and somewhat less extensive use of biomods. Enhanced soldiers are a necessity on today's battlefield, and itis thought of as a more reasonable choice to enhance humans that to create non-human morphs. Jovians civilians require permits to obtain any kind of bioware or cyberware. These permits are not too hard to obtain for non-military cyberware, but most Jovians do not bother. Most do not approve of self-alteration. Rejuvenation treatments to counteract aging are common. The exception to rules against technology is the Jovian Covert Affairs Administration (CAA). Unlike the rest of the Jovian Republic, the CAA makes full use of all advanced technology, including all morphs and nanotechnology. This makes other arms of the military uncomfortable, but the CAA believes that their use of such technology is necessary to protect the Jovian Republic. They are thought of by most Jovians as radical, even dangerously radical, but they are also thought of as essential to the defense of the Jovian Republic and only a few officers would suggest restricting them.

I imagine it a lot like life in any space-constrained, high economic-stratification, low-liberty country. I imagine Caracas or Sao Paulo, then cramp it all together and build it in 3D. You have a lot of rich people in the nice areas, which are beautiful, and a LOT of poor people jammed together everywhere else. If you're rich, it's awesome. If you're poor it's significantly less so. Fortunately, most diseases have been cured, but there's still shortages, which make life pretty miserable.

President Jordan Krumb – After serving the Jovian Republic proudly for eight years, Pres. Krumb retired from office when his health prevented him from leading his beloved Republic effectively. When he had the strength, he campaigned on behalf of his protégé, junior senator Cristian Fuentes, and was delighted when he won the LMN candidacy & soon after, then presidency. One of the chief architects of the Junta, Krumb enjoys a position of prestige & honor as the original Hero of the Republic, who founded an island of humanity amidst an abyss of chaos & anarchy. Publicly, it’s known that the former president of the Republic counsels his successor, Cristian Fuentes, with a fatherly hand. President Krumb is the true power behind the throne, suffering from a debilitating neurological disease, his keen mind trapped within a rotting shell of a body. In order to maintain the appearance of strong leadership, he has passed the face of his regime to Fuentes; orchestrating the illusion of peaceful transfer of power, but Krumb remains the sole arbiter of Jovian society. President Krumb makes prodigious use of forks & uploads his personality into all members of the Jovian Secret Service; his paranoia forbids himself from trusting anyone else with his safety. Unbeknownst to most of the other members of the Junta, Krumb is plotting to replace each & every one of them with forks of himself. President Cristian Fuentes, Commander in Chief – The newly elected President of the Jovian Republic, a young & charismatic former senator from Kissinger. Pres. Fuentes is a fervent defender of the ideals of the Republic, as a devout Catholic he believes in the sanctity of human life & the uniqueness of the human soul. His tragic & uplifting story captured the hearts & minds of Republic citizens. His parents sacrifice to ensure the he & his sister’s escape from Earth, his rise to fame as the leader of the “high school heroes” during the Jovian Revolution. Young Cristian was taken under the wing of Jordan Krumb after the father of the Republic heard of his exploits, grooming the teenaged soldier into a savvy politician. Cristian is well aware of his role as a figurehead, but he believes he is assisting in a gradual transition of power as Pres. Krumb’s health continues to decline. Once Krumb finally passes on, he believes he will assume full power as the duly-elected President of the Republic. Fuentes is unaware that his election was fixed & is unaware that Krumb has no intention to release his hold on power. It’s unknown what Cristian will do if he finds out that his beloved mentor freely uses the very technologies he finds so abhorrent. Melbourne Little, Vice President – the former Secretary of Defense & a founding father of the Jovian Republic, easily the most senior member of the Junta, Little is a bitter, hateful old man. He believes that the Republic’s current state is unsustainable, the Jovian system is a poor environment for unmodified humans & if the lethal radiation from the magnetosphere doesn’t kill them all, then environmental sepsis will. As such, he has turned his jealous eyes towards Mars & begins to draw plans against the inner system polity. At present, the current military-industrial capabilities of the Junta can easily outmatch those of the Planetary Consortium, but Little’s analysts tell him that the PC will overshoot the Republic’s military capability within the next decade. Little has begun running numerous simulations in preparation for an invasion of Mars, hoping to resettle true humanity on a world with a more friendly environment. Zenaida Razalan, Secretary of Communications – Zenaida administers FleetNet, the Junta’s mesh network; her small army of highly trained hackers & infosec specialists controls the information flow of the Republic. Razalan takes a personal hand in the operations of her department, the better to display a more cohesive message to Republic citizens. To assist in these matters, she has augmented her brain with several enhancements including a cranial computer. Gen. August Werhane, Secretary of Defense – The current Secretary of Defense, newly promoted General August Werhane is eager to prove himself. He supports VP Little’s plan to invade Mars, but sees a fatal flaw, while the Republic’s Space Navy is fully capable of combating the Planetary Consortium, in terms of sheer manpower, the Jovians are outmatched. While the birthrates in Republic habitats are leagues greater than those of the rest of the Solar System, they wouldn’t be able to raise a large enough army for at least two generations. To that end, Gen. Werhane has approved a series of black budget projects to build up the Republic’s standing army. Project SLEEPYTOWN is the product of months of study of Cognite’s Futura Project. Project ISHMAEL utilizes information stolen from Somatek archives Reverend Dr. Paul Fortunado, Secretary of Health & Wellness – Dr. Fortunado takes pride in his authority as both a medical doctor & ordained minister to guide the physical & moral health of the Republic. He sees the rest of the Solar System as a sick & cancerous growth on true humanity, but also believes that the sick should be shown compassion & mercy. He dreams of making the Republic a model of health & happiness that would attract transhumans to give up their errant ways and return to God in anticipation of the Second Coming of Christ. Fortunado believes that these are the End Times & as the only bastion of true humanity in the universe; the Republic has a moral duty to save the souls of their wayward cousins, transhumanity. But his confidence is slowly eroding with every report of environmental sepsis & the sheer difficultly the Republic has with afflictions that the rest of transhumanity has left behind. He fears that instead of converting transhumanity, that transhumanity is converting him. In these moments of weakness, he finds himself comforted by the discretions of male prostitutes. Dr. Fortunado is also an adamant Reclaimer; he nominally supports Little’s Invasion plans, but thinks the Junta should concentrate their efforts upon the Earth. Nestor Chang, Secretary of Homeworld Security – The Republic is beset by enemies within & without; it is Sec. Chang’s duty to root out insurrection from the Republic’s own citizens. Homeworld Security is a respected institution within the Republic, insomuch as one respects God. It’s a well known secret that Homeworld Security regularly abducts & tortures dissidents, airing their confessions over FleetNet. Most Republic citizens believe the radicals are at least guilty of some crime against the state if not full-blown anarchist saboteurs, its Chang’s job to make sure they keep thinking so. Staging bomb scares & randomly changing the Security Level of various habitats to foster a sense of dread among the populace that only the Junta can assuage. Despite his cynical approach to maintaining social order, Chang sees the anarchists of the Outer System & the Inner System Hypercorps clawing to infiltrate & destroy the Jovian way of life. Chang has personally authorized the funneling of funds to terrorist networks on Titan, Mars, Luna, and Venus & is supplying these groups with the blueprints for Jovian weapon systems. Chang is absolutely terrified by transhuman culture; he sees them as the walking dead, zombies aping human society & is drinking himself to death over it. He would rather the Republic launch its arsenal of antimatter warheads at the capitals of every political bloc in the Solar System. Dr. Miriam Carpenter – the Republic mourned when it learned of the untimely death of VP Carpenter only months prior to the end of President Krumb’s term of office. A polymath & accredited genius, Carpenter was a true Renaissance woman with a string of degrees longer than her arms. Her loss was a severe blow to the burgeoning Republic, or at least it would’ve been. Not willing to let an intellectual treasure go into oblivion, the elites of the Junta forcibly uploaded her ego, keeping her running on a cyberbrain kept in the depths of the Castle.

What's the total population? According to estimates in discussion on total population in Solar System on the forum, the Jovian Republic has approximately 30mln citizens(35-40mln live in Jovian System but not all are part of the Republic). Factions from my earlier post somewhere on the forum.

The current power struggle is stable-with Alamo/Patriarch faction being in charge and bribing easily Heritage faction with funds for military and warfare research. The A/P rule welcomes the status quo even though they do want to boost military capabilities of JR. Heritage faction has its people in Intelligence services and would like to scheme a grand war in Sol System to cripple Planetary Consortium with Lunar and Morningstar powers starting war with PC, and planned later involvement of JR to take over Mars. Later with consolidated resources of Mars, Jovian system and Luna they plan to retake Earth. Rogue Patriarch members(mainly those from former political parties whose members were slaughtered during Exodus by PC) do assist them in covert ways. The least influential group(Third Option) is mainly attached to science and exploration research as well as threat assesment. The Jovians make good use of Reclaimers as their spying network, and have infiltrated several Reclaimer groups and factions. Heritage faction hopes to use them as terror/sabotage operatives in war against PC.
For normal life, one aspect I wanted to have is that each Jovian city uphelds a memory of a city that has been destroyed on Earth during the Fall, and there is a Day of Remembrance, where public speeches are made about the people who lost their lives and cultures and traditions are also recalled of the places lost. Also somewhat in form of Starship Troopers the cities compete with each other in sports and games developing their own identities.

I know that there is a major penal institution on Io (Maui Patera Rehabilitation Facility) where the inmates to hard labor gathering volatiles and such, but I came up with a rather sinister sort of penal institution for an adventure. This would be a Penal Breeding Facility and Nursery. The Jovian Republic would sentence non-violent criminals (and folks they just want to put away) to so many years at hard 'labor', bearing one child per year of sentence. If their morph isn't compatible, they get sleeved into a modified Splicer morph called a Breeder with gland implants to insure docility and maternal feelings. The inmates bear children and care for them after birth for two or three months before the children are fostered to 'good' Jovian Republic families. All of this is to address the falling birth rate in a nation where natural birth is the primary way to get new citizens. If I'm not mistaken, Nazi Germany used to pin medals on mothers who bore X number of children and I think there was a 'Hero' of the Motherland medal for prolific mothers in the USSR as well, so this idea is not completely without precedent and it has some rather sinister connotations in a universe already filled with sufficient horror from without.

That would require an implausibly high number of people to have physically escaped Earth, instead of egocasting. I've always assumed that just like everywhere else, the vast majority of Jovians are resleeved infugees, which explains some of their more reactionary behavior: The official ideology of their nation holds that, while they are human, they aren't "really" the people they clearly remember themselves to be. Necessity lad to innocent cloned children being imprinted with the memories of the dead and fast-grown to maturity, and as soon as the natural birthrate catches up, this unfortunate practice will be discontinued. The cognitive dissonance causes most Jovians to have a subtle-yet-pervasive inferiority complex, while the leaders can easily justify fairly extreme repression. If you think that most of your subordinates are _literally_ overgrown children with heads full of false memories, you don't just have a right to do the thinking for them, you have a moral obligation to do so. Also, their biomorph only policy also makes them an attractive destination for further infugees. As it's the only polity in the system where an indenture can be guaranteed a biomorph as soon as they're instantiated, there's a lot of new-convert zeal going on. "Sure, I scrub toilets 16 hours a day and won't be able to vote or own property for another 10 years, but I'm a HUMAN BEING! Those freaks in the inner system wanted to turn me into a robot. VIVA JUPITER!" I see the 'Old Jovians' who settled there before the fall (but aren't actually part of the ruling elite) being marginalized by, and more than a little afraid of, the more recent immigrants.

The Republic does not resleeve everyone in a biomorph. The character Elis Menezes from Mind the WMD was resleeved by the Republic into a cheap synthetic morph, and made to do manual labor to pay for that. Since the Republic does not accept synthmorphs into its society, and the Republic resleeves infugees into synthetic morphs, my conclusion is that infugees cannot be accepted into Jovian society, and that therefore Jovians are all Fall refugees or original colonists. It is not particularly surprising that so many refugees reached the Republic. The Republic inherited a great number of fleet units and therefore spacecraft that could be used to evacuate refugees, and the Republic would put massive effort into evacuating those refugees since it needs the population. Furthermore, many Flats that ended up somewhere else in the Solar System would make their way to the Republic, because it is the only nations where Flats are ruling.
