The cosmic ballet goes on. And occasionally the dancers smack into each other and one gets obliterated and absorbed into the body of the other to become a huge swelling and... this analogy really doesn't seem tenable any more. Interesting to note that Earth-side is the richer hemisphere in terms of minerals. Is this acknowledged in EP's Luna setting?

Looking at the map in Sunward, I see that Muir, Erato, Nectar are on the nearside. Feynman and New Mumbai are on the farside. Clever Hands, Shackleton, and Karpola/The Colony are on the edge. So most of the big settlements are certainly on the near side, but I doubt it is due to prescience from the EP authors. Also, the minerals that matter are different. I assume what NASA is talking about is heavier elements, but in EP the big thing is He3.
